a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $712,605, to provide congregate meals, home-delivered meals, health education, and disease prevention to seniors on the Monterey Peninsula and City of Salinas for the period of July 1, 2022 through June 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($71,260) of the contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $712,605, to provide congregate meals, home-delivered meals, health education, and disease prevention to seniors on the Monterey Peninsula and City of Salinas for the period of July 1, 2022 through June 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($71,260) of the contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides congregate meals for in-person dining and pick up as required during the COVID-19 pandemic. Some congregate meals sites have resumed in-person dining, with others continuing to provide “grab and go” meals. The agreement also provides home-delivered meals to older adults that are home-bound on a temporary or permanent basis. The home-delivered meal program serves seniors living in the Monterey Peninsula area. The area includes Big Sur, Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside. Congregate meal and elderly nutrition program dining sites include the Meals on Wheels Community Center in Pacific Grove, the Monterey Senior Center in Monterey, the Oldemeyer Center in Seaside, Junsay Oaks Senior Apartments in Marina, and Los Abuelitos Senior Apartments in Salinas.
The Agreement also funds health education and promotion services at the Meals on Wheels Community Center in Pacific Grove. Evidence based programs are used that have been proven to work to improve the health and well-being of senior participants. Specific interventions offered include Tai Chi for arthritis and Matter of Balance for fall prevention. Specific interventions will be offered as advised during the COVID-19 pandemic.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues are included in the Area Agency on Aging 001-5010-SOC010 FY2022-23 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
