Report
RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution levying the Emergency Medical Services System Special Tax for Fiscal Year (FY) 2014-15 at the rate of $12.00 per service unit.

SUMMARY/DISCUSSION:
On March 7, 2000, a 70.7% majority of Monterey County voters approved changing the countywide CSA-74 levy to a special tax of up to $12.00 per service unit.  The rate has remained constant at $12.00 since FY 2000-01.  The attached resolution levies the countywide Emergency Medical Services System Special Tax for FY 2014-15 at the continued rate of $12.00 per service unit. A summarized history of CSA 74 outlining services and fees is included in this Board packet.

While this Board action is not directly in support of a Health Department strategic initiative, it is   in support of one or more of the essential public health services, specifically:  4) Mobilize              community partnerships and action to identify and solve health problems, and,  6) Enforce laws       and  regulations that protect health and ensure safety.

OTHER AGENCY INVOLVEMENT:
County Counsel has approved the resolution as to form.  The following attachments are on file with Clerk to the Board: Resolution, CSA 74 History, Notice of County Budget Hearings, CSA 74 Rate Code Chart and the annual Letter from the Monterey County Auditor Controller's Office.

FINANCING:
The EMS staff estimates that the Special Tax levy will generate $1.6 million in revenue and is included in the CSA 74 FY 2014-15 Recommended Budget for 092-4000-8108 . These revenues will adequately fund the EMS Agency budget.  There is no impact to the General Fund from approval of this Board action.
