RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Sheriff or the Undersheriff to execute a Memorandum of Understanding (MOU) containing non-standard language provisions, with the Monterey County Office of Education for community instructional services for inmates at the Monterey County Adult Correctional Facility in the amount of $10,000.00, covering services from date of signing by both parties to June 30, 2019; and

b.                     Authorize the Sheriff or the Undersheriff to approve up to three (3) future amendments to the Agreement where the amendment does not significantly change the scope of work, and all amendments together do not add more than ten (10) percent ($1,000.00) for a total contract value of $11,000.00.

 

SUMMARY:

The Monterey County Sheriff’s Office seeks approval of a Memorandum of Understanding with the Monterey County Office of Education, to provide enhanced educational opportunities for inmates housed at the Monterey County Adult Correctional Facility

 

DISCUSSION:

The Programs Office at the Sheriff’s Office Adult Corrections Facility (ACF) has been revamping and enhancing the counseling and educational components at the ACF.  This MOU represents the latest improvement to the program, and it covers High School Equivalency Testing (HiSET®) and preparation coursework. The HiSET® Test is designed for those who did not graduate from high school, but want a certificate equivalent to a diploma. 

The HiSET® consists of a battery of five sub-tests: Language Arts-Reading, Language Arts-Writing, Mathematics, Science and Social Studies. The examinee must past each subtest with a minimum score of eight out of twenty points, and must score at least two points out of six points on the essay, and have a total score of forty-five out of one hundred points on all five tests combined. Examinees may retake each section up to two additional times, if needed, to obtain a passing score. The cost of the test is $70.00 for a full battery HiSET®, and $35.00 for each sub-test if examinee has not taken a full battery test within the past twelve months.

The MOU covers preparation classes for each of the subtests, and provides workforce re-entry training, transitional services and career technical education.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor/Controller have reviewed this document and approved as to legal and fiscal provisions, respectively. Risk Management is unable to sign the MOU as it does not contain standard insurance provisions, and has a mutual liability clause. The Sheriff requests approval of the contract as there are compelling reasons to provide our inmates with education and training experiences to improve their successful re-entry into the community.

 

A copy of this MOU is on file with the Clerk of the Board.

 

FINANCING:

The costs of the MOU will be reimbursed by the Inmate Welfare Fund and the estimated costs for the Fiscal Year (FY) 2018-19 are included in the Sheriff’s FY 2018-19 Budget Request. Educational expenditures for inmates are an approved use for this restricted source of funding.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This contract meets the Board’s strategic initiatives by effectively utilizing resources to increase educational experiences for inmates at the ACF.
