RECOMMENDATION:
Adopt a resolution to authorize and direct the Auditor-Controller to amend FY 2023-24 adopted Budget for County Service Area 25-Carmel Valley Golf and Country Club, Fund 062, Appropriation Unit PFP016, increasing appropriations and revenues by $48,580 (4/5ths vote required).
SUMMARY/DISCUSSION:
County Service Area 25 Carmel Valley Golf & Country Club, also known as Quail Lodge (CSA 25) has incurred higher than budgeted costs due to the completion of a drainage analysis for the CSA. The analysis is required to address significant open space flooding that has occurred during winter storms over the last two years. The drainage analysis outlines existing storm drain systems, identifies drainage management areas tributary to each storm drain system, provides a hydraulic analysis of each system, and presents recommendations for drainage improvements within the CSA. Significant staff time was required by County staff to manage and assist with the development of this analysis.

PWFP coordinated this recommendation with the County Administrative Office Budget & Analysis Division.
FINANCING
On July 25, 2023, a successful Proposition 218 election was held to establish an annual special assessment for CSA 25, which is estimated to increase revenues by $123,313. CSA 25 has incurred additional expenditures for drainage analysis, necessitating an increase in budget appropriations of $48,580, which can be funded by the increased revenues. CSA 25 began the year with unassigned fund balance of $165,269 and revenues and expenditures are forecasted at $169,627 and $165,807, respectively. This will increase the ending estimated fund balance to $169,090.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The requested appropriation for CSA 25 will allow funding for the completion of a drainage analysis which address open space flooding and provide recommendation for improvements. The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
