RECOMMENDATION:

It is recommended that the Board of Supervisors:

Consider adopting a resolution to:

a. Authorize and direct the Auditor-Controller to amend the FY 2025-26 Adopted Budget to increase appropriations in the Information Technology Department (ITD), Department 1930, Fund 404, Appropriation INF006, Unit 8595 by $1,100,000, funded by an interfund transfer from the ITD Assignment Fund Balance (Fund 001, BSA 3124), for funding ITD CIP projects (4/5ths vote required); and

b. Authorize and direct the Auditor-Controller to amend the FY 2025-26 Adopted Budget to increase appropriations in the County Administrative Office (CAO), Department 1050, Fund 001, Appropriation CAO017, Unit 8038 by $1,100,000, to facilitate an interfund transfer from the ITD Assignment Fund (Fund 001, BSA 3124) (4/5ths vote required).

 

SUMMARY:

ITD has several capital projects that were in process as of FY 2024-25 that have continued into FY 2025-26.  This request is to move the funds out of the ITD Assignment Fund into ITD’s Capital Project Fund to allow for continuance of these capital projects. Transfer of funds from the ITD Assignment Fund to the ITD Capital Projects Fund is required to support these project expenditures.

 

DISCUSSION:

Current approved FY 2025-26 budget did not include any funding for these projects.  At the close of FY 2024-25 ITD had a surplus of funds that CAO has moved into the ITD Assignment Fund which is set up for ITD’s projects. The current balance in the ITD Assignment Fund is $3,132,889.  The planned expenditures for this request are $470,000 for Countywide Network end of life replacement, $365,000 for Communication Site power and HVAC upgrades, and $265,000 for ITD Data Center end of life equipment replacement.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

 County Administrative Office has reviewed and concurs with this request.

 

FINANCING:

Funding will be sourced from the ITD Assignment Fund Balance (Fund 001, BSA 3124).

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 

The Board’s approval of the recommended Resolution will address the ITD Data Center, County Network, and Communication site power requirements throughout the County that address infrastructure needs for County and public safety needs.
