Title

Authorize the County Purchasing Agent or their designee to execute a non-standard revenue sharing agreement between the County of Monterey and PMAM Corporation for alarm permit licenses and support services which shall be effective upon execution for three (3) years and then shall auto-renew for one (1) year terms thereafter until terminated.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the County Purchasing Agent or their designee to execute a non-standard revenue sharing agreement between the County of Monterey and PMAM Corporation for alarm permit licenses and support services which shall be effective upon execution for three (3) years and then shall auto-renew for one (1) year terms thereafter until terminated.

 

SUMMARY:

The Monterey County Sheriff’s Office request approval of this non-standard agreement for alarm permit licenses and support services.

 

DISCUSSION:

Due to the continual increase in workload, the Fiscal Division is unable to effectively manage the functions of the Sheriff’s Office Alarm Unit.  The Alarm Unit handles the applications for new alarm permits, alarm renewals and false alarm assessments. PMAM Corporation provides support for these services.

 

PMAM will perform all billing in accordance with the County’s alarm ordinance, collect payments and provide reports including permits issued, renewals billed, fees collected, permits inactivated, permits reinstated, number of false alarms, etc.  PMAM will perform a SQL query daily that pulls out False Alarms calls for service from the Emergency Communications Database and place those records on a file server located on the county network.  Once the file is processed, PMAM is able to generate invoices with detailed information from the call for service such as date, time, jurisdiction and responding units. 

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions. The Treasurer Department has reviewed and approves this Agreement.

 

FINANCING:

The County will retain 78% of alarm service related revenues under the agreement.
