Title: a. a. Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Learning Time Inc. for learning disability evaluations, individual and class tutoring, educational advocacy and job readiness education services for CalWORKs participants for the period July 1, 2023 through June 30, 2026 in the amount of $660,000; and 

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($66,000) of the original contract amount and do not significantly change the scope of work not to exceed the term maximum of $726,000.

 

SUMMARY/DISCUSSION:

This contract is for the provision of adult learning disability evaluations and related services for the CalWORKs program, including but not limited to direct instruction, accommodations, and advocacy to and for individuals and groups to relieve identified disabilities that prevent success in meeting Welfare to Work goals as well as participation in Multidisciplinary Team meetings to assist the customer in the CalWORKs Family Stabilization Program.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor- Controller’s Office as to financial provisions. 

 

FINANCING:

This agreement is funded through the CalWorks Single Allocation.  Sufficient appropriations and estimated revenues of $220,000 in SOC005 are included in the FY 2023-24 Recommended Budget and FY 2024-25 and FY 2025-26 will incorporate total appropriations/revenues of $440,000 in the corresponding budgets. There is no impact to the County General Fund contributions.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services and Economic Development Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to improve the quality of life and prosperity of CalWORKs customers who may have learning disabilities by assisting them in meeting the Welfare to Work goals by providing learning disability evaluations and recommending accommodations.
