RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize and Contracts and Purchasing Officer or their designee to execute a non-standard agreement with Lexipol for Cordico Wellness App, effective April 1, 2024 through March 31, 2027, in the amount of $159,104; and

b. Authorize the Contracts Purchasing Officer or their designee to sign up to two (2) future amendments, where the scope of work does not significantly change and where the total amount of each amendment can increase by 10%.

 

SUMMARY/DISCUSSION:

In FY 2022-2023, the Monterey County Sheriff’s Office received a State of California Board of State and Community Corrections Officer Grant award in the amount of $196,583. The grant award was for officer wellness and mental health for sworn personnel only, as such, the MCSO is researching opportunities to expend the funds for the purpose authorized.

 

The Sheriff’s Office has selected a web-based application that specializes in Wellness and Mental Health for Law Enforcement. Lexipol’s Cordico Wellness App team consist of professionals with expertise in public safety law, policy state and federal accreditation, training mental and physical wellness and grants and continually monitors changes and trends in legislation, case law and best practices and use this knowledge to create policies, training, wellness resources and funding services that minimize risk for MCSO to effectively serve the community. MCSO faces challenges of keeping personnel safe and healthy, reducing risk, and maintaining a positive reputation, having these programs available and accessible, will empowers first responders and public servants to best meet the needs of their residents safely and responsibly and improve quality of life for all community leaders. The Sheriff’s Office will be utilizing funds from the Wellness Grant to offset the costs pertaining to Cordico’s web-based application for sworn staff while utilizing existing general fund allocations for costs associated for professional staff. 

 

Lexipol provides law enforcement agencies with clear, effective policy manuals that are up to date with industry standards and best practices, content specific to the laws and practices of California, and timely updates in response to new legislation.

 

The MCSO will continue to research opportunities to utilize the remaining grant funding.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions. The County of Monterey Health Department supports this agreement.

 

FINANCING:

The cost of this contract is included in the FY 2023-24 Adopted Budget, and ongoing costs will be included in future year budgets.  There will be no increase in the General Fund Contribution resulting from this Board action.
