a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Door to Hope to provide the Parents and Teachers (PAT) Program which provides parent education to families who are involved with or at-risk of child protective services, intervention and creation and implementation of a Social Media safety class for the period of July 1, 2025 through June 30, 2026, in the amount of $379,865; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($37,987) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $417,852.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Door to Hope to provide the Parents and Teachers (PAT) Program which provides parent education to families who are involved with or at-risk of child protective services, intervention and creation and implementation of a Social Media safety class for the period of July 1, 2025 through June 30, 2026, in the amount of $379,865; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($37,987) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $417,852.
SUMMARY/DISCUSSION:
This agreement provides ongoing interactive parent education services to families in need of, or at-risk for child protective services intervention. These families fall within one of the following categories:
1. Parents involved with prevention and early intervention services, including the County’s differential response program, currently known as the Pathways to Safety program.
2. Parents who are not eligible for CalWORKs PAT services.
3. Parents who are receiving Court Mandated or Voluntary Family Maintenance Services, and
4. Parents who receive Court Mandated or Voluntary Family Reunification Services.
Parents as Teachers (PAT) is a family education and therapy program for parents and their children. The program was founded on the belief that parents serve as a child’s first and most influential teachers, and that effective parenting during a child's early years builds a lasting foundation for success in school and life. Door to Hope is distinguished as a Blue Ribbon Affiliate of PAT. This is a high achievement.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is fully funded with Social Services Federal and State revenues, and Realignment funds. Sufficient appropriations and estimated revenues for SOCOO5 are included in the FY 2025-26 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for families by providing interactive parent education services to families in need of, or at risk of, child protective services intervention.
