RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Victor Treatment Centers, Inc. in the amount of $297,394 for FY 2015-16, $297,394 for FY 2016-17, and $297,394 for FY 2017-18 for a total Agreement amount of $892,182; and

b.                     Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12362 with Victor Treatment Centers, Inc. (“Victor”) which will expire on June 30, 2015. Victor provides Mental Health and Board and Care services required for Monterey County youth in accordance with individual treatment plans and other identified needs.  These services prevent placement into higher cost inpatient hospitals and out-of-state residential or juvenile justice facilities.  Victor’s goals include reducing inappropriate behavioral/emotional symptoms to a level of care whereby the youth can return home or move to a lower level of care.  Monterey County Behavioral Health Bureau will seek reimbursement from the local Special Education Local Plan Area (SELPA) for the Board and Care services.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. 

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions respectively.  A copy of this Agreement is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act Community Services and Supports (1%), Federal Financial Participation (10%), Early Periodic Screening Diagnosis and Treatment (9%), and Special Education Local Plan Area (80%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for FY 2015-16 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Requested Budget.   The funds for this Agreement for FY 2016-17 and FY 2017-18 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
