a. Adopt a resolution to authorize the application for and acceptance of the Transitional Housing Program (THP) Round 3 allocation award in the amount of $145,600 to be expended by June 30, 2024 to help young adults who are 18 to 25 years of age secure and maintain housing, with priority given to former foster or probation youth; and
b. Authorize the Director of Social Services to act on behalf of the County in connection with the THP Round 3 allocation award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the THP Round 3 allocation award, and all amendments thereto; and
c. Agree that the County shall be subject to the terms and conditions that are specified in the THP Round 3 allocation award documents, and that applicant will use the THP Round 3 allocation award funds in accordance with the Allocation Acceptance form, other applicable rules and laws, the THP Program Documents, and any and all THP requirements.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Authorize the application for and acceptance of the Transitional Housing Program (THP) Round 3 allocation award in the amount of $145,600 to be expended by June 30, 2024 to help young adults who are 18 to 25 years of age secure and maintain housing, with priority given to former foster or probation youth; and
b. SUMMARY/DISCUSSION:
Pursuant to item 2240-102-0001 of Section 2.00 of the Budget Act of 2021 (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code (HSC), the Department of Housing and Community Development (HCD) continues to allocate funds to counties for the purpose of housing stability to help young adults, 18 to 25 years old, secure and maintain housing, with priority given to foster or probation youth. The allocation is based on each county's percentage of the total statewide number of young adults aged 18 to 25 years in foster care. The funds may be used to identify housing services, assist this population to secure or maintain housing, improve coordination of services, link to community resources, or provide outreach to target those with the most severe need.
The county was previously awarded funding under Rounds 1 and 2 of the THP in the amounts of $145,600 respectively. This funding under Round 3 will allow DSS to continue its support of services to help young adults in foster care secure and maintain housing.
The allocation acceptance form was originally being prepared to be sent to HCD prior to the initial due date of November 12, 2021 under a Board Order authorizing the DSS Director to execute specified recurring state funding agreements. HCD informed the Department they would not accept the Board Order and would require a separate Resolution specific to THP. In addition, the state changed their required forms which caused a delay. The state has given the Department an extension to obtain an approved Resolution and return the signed Allocation Acceptance form.

FINANCING:
This is a State allocation for $145,600 through June 30, 2024. Appropriations and revenues will be incorporated into the future FY 2022-23 and FY 2023-24 budget cycles.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to provide services to transitional age youth.
