a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alisal Unified School District for $160,000 to provide congregate meals to seniors in Salinas for the period July 1, 2018 through June 30, 2020; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($16,000) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alisal Unified School District for $160,000 to provide congregate meals to seniors in Salinas for the period July 1, 2018 through June 30, 2020; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement where the total amendments do not exceed 10% ($16,000) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This Agreement was awarded to the Alisal Union School District through a formal Request For Proposal (RFP #10606) process in April 2017 and is funded through the Older Americans Act (OAA). The Department of Social Services follows purchasing and contracting procedures required by the California Department of Aging that oversees all programs funded through the OAA.
This agreement provides congregate meals to seniors living in the Salinas area. Meals at group dining locations include the Firehouse Community Center on East Alisal Street and Sherwood Villages CHISPA Senior Housing on North Main Street in Salinas. The meals meet all the requirements of the Older Americans Act, State/local laws and dietary guidelines for older residents. Meals also follow the Nutrition Services Incentive Program (NSIP) requirements. It is anticipated that 12,000 meals will be served to eligible participants during each fiscal year of this Agreement.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form. Risk Management cannot approve the nonstandard mutual indemnification language contained in this agreement.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2018-19 Recommended Budget and will be included in the FY 2019-20 Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
