a. Authorize the County Purchasing Agent or designee to execute a non-standard agreement with Closure Intelligence, Inc. for digital analytics software for the Office of the District Attorney in an amount not to exceed $200,000 for the term retroactive to June 1, 2026 through June 30, 2028.
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the County Purchasing Agent or designee and the District Attorney or designee to sign and execute the appropriate documents and verifications when required;
d. Authorize the County Purchasing Agent or designee to issue purchase orders on an as-needed basis pursuant to the Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the County Purchasing Agent or designee to execute a non-standard agreement with Closure Intelligence, Inc. for digital analytics software for the Office of the District Attorney in an amount not to exceed $200,000 for the term retroactive to June 1, 2026 through June 30, 2028.

SUMMARY:
The District Attorney’s Office receives more than 10 terabytes of digital evidence annually. Closure provides a CJIS-compliant investigative analytics platform that assists investigators and prosecutors with the review and analysis of digital evidence.
This request is to approve an agreement with Closure Intelligence, Inc. in an amount not to exceed $200,000 for the term retroactive to June 1, 2026 through June 30, 2028.
There is an immediate need for this platform to support active felony investigations and prosecutions involving substantial volumes of digital evidence.
Approval of this agreement will provide staff with a secure and efficient tool to analyze digital evidence, identify investigative leads, and support the investigation and prosecution of complex criminal and civil cases.
DISCUSSION:
The District Attorney’s Office routinely investigates and prosecutes cases involving significant amounts of digital evidence. The Office receives more than 10 terabytes of digital evidence each year. As the volume and complexity of digital evidence continue to increase, investigators and prosecutors face growing challenges in efficiently reviewing, organizing, and analyzing information necessary to support investigations and prosecutions.
Closure provides a CJIS-compliant investigative analytics platform designed for law enforcement and prosecutorial agencies. The platform enables staff to securely search, organize, and analyze large volumes of digital evidence and identify relationships between people, locations, events, and other case-related information.
By improving the efficiency of evidence review and analysis, the platform helps investigators and prosecutors identify relevant information more quickly, develop investigative leads, and support the prosecution of complex criminal and civil cases.
The District Attorney’s Office is actively prosecuting felony cases involving overwhelming amounts of digital evidence, including multiple terabytes of data. As a result, there is an immediate need for this platform to assist investigators and prosecutors in efficiently reviewing and analyzing evidence to support active investigations and prosecutions.
This request is to approve an agreement with Closure Intelligence, Inc. in an amount not to exceed $200,000 for the term retroactive to June 1, 2026 through June 30, 2028.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel has approved the agreement as to legal form. Auditor-Controller’s Office reviewed the contract but does not agree to the non-standard payment provisions.
FINANCING:
Funding for this Agreement in Fiscal Year 2025-26 was included the District Attorney’s Budget. There will be no increase in the General Fund Contribution resulting from this Board action.
