Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

BACKGROUND:

The State of California’s 2023 High Road Construction Careers: Resilient Workforce Fund (HRCC: RWF) grants provide funding for pre-apprenticeship training services to prepare participants for careers in the building trades. On February 16, 2023, the California Workforce Development Board notified the MCWDB that its HRCC program proposal was selected for funding in the amount of $1,925,568 to provide pre-apprenticeship training services to a total of 126 individuals over 30 months. The MCWDB’s HRCC program serves the three-county region of Monterey, Santa Cruz, and San Benito counties for a term from June 12, 2023 through March 31, 2026. 

 

The MCWDB serves as the lead and fiscal agent for the Monterey Bay Collaborative’s HRCC: RWF program. From 2014 through 2022, the Collaborative’s core partners were funded to develop and provide successful pre-apprenticeship programs under Proposition 39 and HRCC: Senate Bill 1 (SB1), projects very similar to the new HRCC: RWF program which primarily focuses on women but also seeks to serve disaffected youth, lower income and unhoused individuals, racial and ethnic minorities, and formerly incarcerated individuals. It is anticipated that the program’s outcomes will include 102 participants trained in basic construction skills and the creation of structured pathways to apprenticeships in the building trades.

 

At the Board of Supervisors meeting on July 25, 2023, the MCWDB’s Executive Director and the Chair of the Board of Supervisors were approved to sign an agreement with the Monterey/Santa Cruz Building Trades Council Training and Education Fund to provide pre-apprenticeship training and related services for the period from June 12, 2023 through March 31, 2026, in an amount not to exceed $486,000. The first cohort of 12 pre-apprentices graduated on November 29, 2023, with 8 participants from Monterey County, 3 participants from San Benito County, and one participant from Santa Cruz County.

 

DISCUSSION:

On February 2, 2024, at a joint meeting with the Laborers, the Monterey/Santa Cruz Building and Construction Trades Council, and the MCWDB, the Building Trades Council agreed that the Laborers Training & Retraining Trust Fund will take over the HRCC training program and provide the pre-apprenticeship training program moving forward.

 

On February 13, 2024, the MCWDB received a letter from the Chief Executive Officer of the Monterey/Santa Cruz Building and Construction Trades Council explaining that the Council would terminate the HRCC: RWF agreement effective February 15, 2024, it would continue to support the MCWDB as an active partner with the HRCC:RWF grant program, and it will recognize the Laborers Training & Retraining Trust Fund for Northern California as the new pre-apprenticeship training provider for the HRCC: RWF grant.

As the lead for the Monterey Bay Collaborative and fiscal agent, the MCWDB receives $1,475,568, allocated as follows:

At its meeting on February 22, 2024, the MCWDB approved the execution of an Agreement with the Laborers Training and Retraining Trust Fund for Northern California to continue providing the HRCC: RWF pre-apprenticeship training program.

 

OTHER AGENCY INVOLVMENT:

Parties to the HRCC: RWF Agreement were involved in its development. County Counsel has approved the Agreement.

 

FINANCING:

There is no impact to the General Fund from the MCWDB receiving State of California HRCC: RWF discretionary funding for this Agreement.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the HRCC: RWF Agreement with the Laborers Training and Retraining Trust Fund for Northern California will assist the MCWDB to provide pre-apprenticeship training and placement opportunities to women and other underserved individuals in the three-county region.

 

                     Economic Development - Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

 

                     Administration - Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

 

                     Health and Human Services - Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy environments in collaboration with communities.
