a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Meals on Wheels of the Salinas Valley for $276,474 to provide home-delivered meals to seniors in Salinas, and North and South Monterey County regions for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Meals on Wheels of the Salinas Valley for $276,474 to provide home-delivered meals to seniors in Salinas, and North and South Monterey County regions for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides home-delivered meals to seniors living in Salinas, and in the North and South County regions. This contract was originally awarded through an RFP process in May 2010, and recommended by the Area Agency on Aging Advisory Council. The program is funded by the Federal Older Americans Act.
This agreement was delayed coming to the Board due to the late return of the contract from the vendor, and due to the timing of available Board meetings.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2014-15 Adopted Budget. Approval of this action has no impact on the County General Fund.
