RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive a status report on the County of Monterey’s Annual Spend for FY2024 and FY2025.
SUMMARY/DISCUSSION:
The Contracts and Purchasing Division (C&P) of the County Administrative Office supports approximately 175 County staff daily in procuring goods and services essential to the mission of all 28 County departments. The division facilitates contract management and procurement through the County’s Enterprise Resource Program (ERP) “Advantage.”
In FY 2024, the County procured goods and services from approximately 1,745 vendors, totaling 495.9 million of which $146.4 million was spent within Monterey County. In the current FY 2025, total procurement spending has reached $188.6 million across 1,315 vendors, with $39.9 million allocated to procurement through local vendors. The division also manages the Surplus Program, which generated savings of $59,500 in FY 2024 and $26,000 in FY 2025 to date. Additionally, the Procurement Card (P-Card) Program oversees 529 active P-Cards, with annual expenditures averaging $10 million.
The C&P team continues to advance procurement best practices, marked by the newly updated Procurement Manual, which was recently approved by the Board in February 2025. This manual enhances clarity, compliance, and efficiency in the County’s procurement processes. The division is also committed to professional development, as demonstrated by the Contracts and Purchasing Academy, which graduated 87 County employees in 2024 and has already graduated 28 employees in 2025, with additional cohorts scheduled throughout the year. Beyond procurement, C&P has played a key role the opening of Schillings Café for which the C&P staff now manages the lease agreement, logistics, and seating area reservations for the café.
A dedicated team of eight (8) Deputized Purchasing Agents handles the County’s high-volume procurement needs. The division upholds transparency, integrity, and expertise in procurement and sustainability, supplier collaboration, relationship management, performance management, and analytics. C&P remains committed to ethical, efficient, and strategic cost-saving initiatives to maximize Countywide value.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Board’s continual receipt of this County of Monterey’s Annual Spend status report per fiscal year will ensure ongoing transparency, accountability, and informed decision -making regarding County procurement activities and appropriate stewardship of public funds.
