Approve and authorize the Contracts/Purchasing Officer to execute an Agreement ("Building 400 Agreement") for the lease, installation, and monitoring of an alarm and one card access system between the County of Monterey, d/b/a Monterey County Health Department ("County") and First Alarm Security Services, Inc. ("First Alarm") for a total Agreement amount of $27,277 in the aggregate, for a five-year term ending June 30, 2019, for the following location: Behavioral Health Services, 1441 Constitution Boulevard, Building 400, Suite 202, Salinas, CA;
b. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement ("Suite 120 Agreement") for the lease, installation, and monitoring of an alarm and one card access system between the County and First Alarm for a total Agreement amount of $7,558 in the aggregate, for a five-year term ending June 30, 2019, for the following location: Behavioral Health Services, 1611 Bunker Hill Way, Suite 120, Salinas CA;
c. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement ("Suites 100, 140, 210 Agreement") for the lease, installation, and monitoring of an alarm and one card access system between the County and First Alarm for a total Agreement amount of $18,504 in the aggregate, for a five-year term ending June 30, 2019, for the following location: Clinic Services, 1615 Bunker Hill Way, Suites 100, 140, 210, Salinas CA;
d. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement ("Suite 190 Agreement") for the lease, installation, and monitoring of an alarm and one card access system between the County and First Alarm for a total Agreement amount of $6,922 in the aggregate, for a five-year term ending June 30, 2019, for the following location: Children's Medical Services, 1615 Bunker Hill Way, Suite 190, Salinas CA; and
e. Approve the non-standard risk provisions in the Building 400, Suite 120, Suite 190, and Suites 100, 140, 210 Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to execute an Agreement ("Building 400 Agreement") for the lease, installation, and monitoring of an alarm and one card access system between the County of Monterey, d/b/a Monterey County Health Department ("County") and First Alarm Security Services, Inc. e. Approve the non-standard risk provisions in the Building 400, Suite 120, Suite 190, and Suites 100, 140, 210 Agreements.
SUMMARY/DISCUSSION:
The Health Department requests approval to enter into four (4) Agreements with First Alarm Security Services for the lease of equipment, installation, implementation, and monitoring of security alarms and card access systems for Behavioral Health, Clinic Services and Children's Medical Services at locations within the City of Salinas.
The lease and installation of the alarm systems will improve the security and monitoring of locations. The proposed alarm systems will provide a significant theft deterrent, provide potential recovery and assist with prosecution of both internal and external threats. The card access system will be installed at a location with a high volume of client visits and will provide controlled access. Department staff will routinely audit reports to ensure compliance with appropriate security procedures.
Each Agreement has a term of five years ending June 30, 2019. Each Agreement also includes a provision automatically renewing the Agreement and continuing for successive three (3) year terms unless canceled by either party in writing at least thirty (30) days before the end of the original term or any renewal term. Health seeks approval only for the original term of each Agreement. First Alarm will not agree to remove the provision. Health will seek additional Board approval to extend the Agreement(s) for an additional three (3) year term prior to the end of the original term of five (5) years, or provide First Alarm with notice to cancel the Agreement(s) at least thirty (30) days before the end of the original term.
The Director of Health recommends that non-standard indemnification, liability, and insurance terms be approved as part of the Agreements.
OTHER AGENCY INVOLVEMENT:
The proposed Agreements were not approved by County Counsel, Risk Management, or the Auditor-Controller due to the non-standard language and risk provisions in the Agreements. Copies of the Agreements are on file with the Clerk to the Board.
FINANCING:
Sufficient funds are available in the Health Department, Children's Medical Services (4000-HEA004), Behavioral Health Bureau (4000-HEA012), and Clinic Services Bureau (4000-HEA005) FY 2013-14 Adopted Budget.
The total lease and installation cost for the four Agreements is a one-time fee of $12,921. The total annual monitoring cost for the four Agreements is $9,468. The total cost for the term of the Agreements is $60,261 ($27,277+$7,558+$18,504+$6,922 = $60,261). Itemization of cost as follows:
1441 Constitution Blvd. Bldg 400 Suite 202 Salinas CA (Behavioral Health Services) 5-year term with an installation fee of $7,297, annual cost of $3,996 totaling $27,277.
1611 Bunker Hill Way Salinas CA Suite 120 (Behavioral Health Services) 5-year term with an installation fee of $1,318, annual cost of $1,248 totaling $7,558.
1615 Bunker Hill Way Salinas CA Suites 100, 140, 210 (Clinic Services) 5-year term with an installation fee of $3,144, annual cost of $3,072 totaling $18,504.
1615 Bunker Hill Way Salinas CA Suites 190 (Children's Medical Services) 5-year term with an installation fee of $1,162, annual cost of $1,152 totaling $6,922.
