RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Sheriff to submit a grant application in the amount of $185,682 with the Board of State and Community Corrections (BSCC) to continue funding for the Narcotics Enforcement Unit County of Monterey (NEUCOM) Program for the period of October 1, 2012 through September 30, 2013.
SUMMARY:
The NEUCOM is a multi-jurisdictional task force that integrates local law enforcement agencies and prosecutors for the purpose of enhancing inter-agency coordination and intelligence, and facilitating multi-jurisdictional investigations. The primary focus of this unit continues to be the investigation and prosecution of illegal manufacturing, sales and distribution of methamphetamine. The project is administered by the Sheriff's Office and works on a daily basis with the Sheriff's Narcotics Unit. NEUCOM may initiate or assist with narcotics cases in all of the incorporated cities of the County; otherwise the focus of the project is the unincorporated area of Monterey County. The program includes two grant funded staff members in the Sheriff's Office to conduct program activities and day-to-day supervision and management. The program also includes support by a Deputy District Attorney to provide legal support.
Fiscal Year (FY) 2012-13 will be the first annual award provided through BSCC. The funding for the NEUCOM program for the past 22 years has been provided through California State Emergency Management Agency (Cal EMA). The grant is non-competitive and dedicated to Monterey County for enforcing drug laws. The proposed application is for the grant period of October 1, 2012 through September 30, 2013, in the amount of $185,682.
OTHER AGENCY INVOLVEMENT:
There is NEUCOM Steering Committee which is consist of the Sheriff, the District Attorney, the Chief Probation Officer, a representative of the Monterey County Chief Law Enforcement Officer's Association, and a representative of the County Drug Administrator, currently the Director of Behavioral Health, Health Department of Monterey County. The Steering Committee and Monterey County Chief Law Enforcement Officer's Association have pledged their support to the accomplishment of the program objectives. The County Administration Office has reviewed the report.
FINANCING:
The total projected FY 2012-13 NEUCOM program cost is $242,000 and is included in the Sheriff's Approved Budget. The program generated income will be used for the funding difference between the grant award amount and the estimated costs. As of this writing, the balance of NEUCOM program generated income is $44,624.
