a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Chmura Economics & Analytics, LLC for a subscription license for JobsEQ to utilize workforce and economic management tools for the period of July 1, 2026 through June 30, 2027 in the amount of $21,276 including nonstandard payment provisions, indemnification, and limited liability provisions; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($2,128) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $23,404.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Chmura Economics & Analytics, LLC for a subscription license for JobsEQ to utilize workforce and economic management tools for the period of July 1, 2026 through June 30, 2027 in the amount of $21,276 including nonstandard payment provisions, indemnification, and limited liability provisions; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($2,128) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $23,404.
SUMMARY:
The Department is looking to continue its subscription license for JobsEQ to access data on economic and labor market trends to support our CalWORKs Employment Services customers in making career and education decisions that promote stable employment and financial security.
DISCUSSION:
The Department of Social Services, CalWORKs and Employment Services (CWES) branch utilize the JobsEQ platform to access data on employment statistics, job forecasts, wages, educational data, demographics, and industry specific information that is analyzed over a span of time to identify economic trends. The data available in JobsEQ support CWES customers in making career and education decisions to help promote stable employment, professional development, and financial security. The data is also used by CWES staff to identify local employers and industries demonstrating a strong hiring demand to connect customers with the education and vocational training needed to enter the labor market.
Due to the specialized nature of the services, the Department recommends approval of this agreement which includes nonstandard payment provisions, indemnification, auto renewal clause and limited liability provisions that are standard in the software industry.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with Social Services Federal and State revenues. Sufficient appropriations and estimated revenues for SOC005 are included in the FY2026-27 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing tools and services designed to help CalWORKs and Employment Services customers be ready for and obtain employment and move toward self-sufficiency meeting a key objective for services.
