a. Authorize the Library Director or her Designee to Amend the Agreement dated March 15, 1994 by and between the County of Monterey, Monterey County Free Libraries, and Spreckels Union School District of Monterey County, updating Sections 4.3 and Section 5 of said Agreement allowing Monterey County Free Libraries (MCFL) use of outside space for library purposes.
b. Authorize the Library Director or her Designee to execute future Amendments to said Agreement as deem necessary.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Library Director or her Designee to Amend the Agreement dated March 15, 1994 by and between the County of Monterey, Monterey County Free Libraries, and Spreckels Union School District of Monterey County, updating Sections 4.3 and Section 5 of said Agreement allowing Monterey County Free Libraries (MCFL) use of outside space for library purposes.
b. Authorize the Library Director or her Designee to execute future Amendments to said Agreement as deem necessary.
SUMMARY/DISCUSSION:
The Buena Vista Library Branch of MCFL has been in operation since 1994 and in partnership with the Spreckels Union School District. Over the years, the partnership has been smooth sailing. The Buena Vista Library serves as the school library and it’s patrons consist of the Buena Vista Middle schoolers and the community of Buena Vista and nearby neighboring communities in Salinas.
The Buena Vista Branch has seen a significant growth of patronage and circulation of library resources. The School District’s administration and Public Works are responsive to facility maintenance and repair of the Library, for which MCFL is most appreciative.
The said amendment outlines the authority of use by MCFL of specific outdoor spaces within the School, such as the parking lot and adjacent side garden yard; for planned outdoor programming activities.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed the proposed Amendment to the existing Agreement as to form. The Public Works Facilities and Parks Real Property Division was consulted and concurs with this recommendation.
FINANCING:
This Board action does not entail any use or modification of any current Library Budget appropriation.
