RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Housing Community Development, or designee, to execute a Standard Agreement between the Successor Agency to the Redevelopment Agency of Monterey County and West Coast Arborists, Inc., to provide fire fuel mitigation services for the East Garrison Historic District in an amount not to exceed $74,772 effective upon execution through June 30, 2026; and

b. SUMMARY/DISCUSSION:

In early 2023, the Housing and Community Development Department (HCD) staff on behalf of the Successor Agency to the Redevelopment Agency of Monterey County (‘Successor Agency’) conducted Request for Proposals (RFP) #10860, for Fire Fuel Mitigation Services at East Garrison Historic District for the County of Monterey.  West Coast Arborists, Inc., submitted a responsive proposal and was chosen by HCD to provide fire fuel vegetation management for the buildings in the Historic District at East Garrison which is owned by the Successor Agency.

 

Fire fuel vegetation management needs to be completed on an annual basis to reduce and remove flammable groundcover and shrubs and reduce ladder fuels in the area noted on the attached map.  In addition, the Standard Agreement with West Coast Arborists includes a provision for cleanup due to damage caused by inclement weather.

 

Staff requests that the Board of Supervisors authorize the Director of HCD, or designee, to execute the Standard Agreement allowing these mitigation services to begin as soon as possible.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the Standard Agreement with West Coast Arborists, Inc.

 

FINANCING:

WCA will be contracted for a not-to-exceed amount of $74,772 until June 30, 2026. This expense is funded by the Successor Agency tax increment, Fund 406, Budget Unit 8572, HCD010. Staff time to manage this contract is included in the FY2023-24 Recommended Budget for the Successor Agency.

Fire fuel mitigation services support the Board of Supervisor’s Strategic Initiative for Infrastructure by creating a defensible space to mitigate fuel for fires.
