Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Contracts/Purchasing Officer to sign two Standard Agreements with Turning Point of Central California, Incorporated to provide employment training and job placement services in an amount not to exceed $321,683 and to provide Transitional Housing in the amount not to exceed $364,094 for adult offenders eligible for the AB 109 Public Safety Realignment plan for the period July 1, 2014 to June 30, 2015; and

SUMMARY:
The AB109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB109 Public Safety Realignment plan. Funding is allocated to Turning Point for employment training, job placement, and transitional housing support.
 
DISCUSSION
The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors. The Probation Department is responsible for implementation and financial oversight of the AB109 Public Safety Realignment plan, distributing a total of $12,869,224 for Fiscal Year (FY) 2014-15 to local organizations supporting the AB 109 Public Safety Realignment community programs in Monterey County.
 
The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors. The Probation Department is responsible for implementation and financial oversight of the AB109 Public Safety Realignment plan, distributing a total of $12,869,224 for Fiscal Year (FY) 2014-15 to local organizations supporting the AB 109 Public Safety Realignment community programs in Monterey County.
 
Turning Point of Central California (Turning Point) has been allocated funding in the amount of $321,683 for employment training and job placement services, and $ 364,094 to provide Transitional Housing and Emergency Housing Incentive Services for adult offenders eligible for the programs.
 
Turning Point is a non-profit agency providing services in collaboration with other AB109 funded programs. The agency will provide structured programs designed to assist with job search and placement assistance, career counseling, job referrals, job development including working with employers, and attending workshops.
 
In addition, Turning Point will provide "Housing First" a Residential Reentry program which offers housing with supervision, programming and support services. These programs are designed to provide the client with the skills and confidence to seek employment and with life skills and self-sufficiency preparation for a successful transition into the community.
OTHER AGENCY INVOLVEMENT:
The agreement has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.  
FINANCING:
Funds associated with this recommendation totaling $685,777 are provided by the State, AB 109 Public Safety Realignment Act of 2011. Funding for all AB 109 programs has been authorized in the current state budget, and is included in Probation's budget unit 8165 for FY 2014-2015. There is no additional cost to the County General Fund Contribution associated with this recommendation.
