Designating County staff positions to authorize
and execute documents and applications for the
purpose of obtaining financial assistance with the
Fiscal Year 2011 Emergency Management
Performance Grant Program

WHEREAS, the California Emergency Management Agency requires the Board of Supervisors
of each county that applies for funding with the Fiscal Year 2011 Emergency Management
Performance Grant Program to designate staff positions that are authorized to act on behalf of
the governing body when executing grant program applications, claims, and other related
documents; and
WHEREAS, the Board of Supervisors has in the past designated the staff positions of the
Auditor-Controller, Emergency Services Manager, and Emergency Services Planner as Monterey
County representatives authorized to execute assurances, applications, documents, and claims for
the purposes of obtaining financial assistance under the California Emergency Management
Agency Grant Program;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors does hereby designate
the staff positions of the Auditor-Controller, Emergency Services Manager, and Emergency
Services Planner, as Monterey County representatives authorized to execute assurances,
applications, documents, and claims for the purposes of obtaining financial assistance under the
California Emergency Management Agency, Emergency Management Performance Grant
Program.
PASSED AND ADOPTED on this 24th day of May, 2011, upon motion of Supervisor Potter,
seconded by Supervisor Armenta, by the following vote, to-wit:

SUBJECT: Approve a Resolution designating County staff positions to authorize and execute
documents and applications for the purpose of obtaining financial assistance with the
Fiscal Year 2011 Emergency Management Performance Grant.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve a resolution designating County staff positions
to authorize and execute documents and applications for the purpose of obtaining financial assistance
for the Fiscal Year 2011 Emergency Management Performance Grant.
SUMMARY:
Designation of staff positions of the Auditor-Controller, Emergency Services Manager, and
Emergency Services Planner, as Monterey County representatives is required for participation within
the Fiscal Year 2011 Emergency Management Performance Grant EMPG).
DISCUSSION:
The Monterey County Office of Emergency Services will have an opportunity to submit an applica-
tion to the Federal Emergency Management Agency through the California Emergency Management
Agency for the County of Monterey to participate in the 2011 federally funded program aimed at
providing assistance to local government emergency management programs such as supporting ac-
tivities for administrative tasks necessary to maintain the operational area and emergency manage-
ment responsibilities of a routine nature and specific activities. This resolution will designate the
local government staff representatives having the authority to execute documents and coordinate
with the California Emergency Management Agency on behalf of Monterey County, in regard to the
EMPG program. The designees will execute assurances, applications, documents, and claims for the
purposes of obtaining financial assistance. The federal administrative requirement to designate a
staff position by title rather than an individual name will eliminate the need to submit a new Resolu-
tion to the Board each time there is a change in personnel. At the time of this staff report, the grant
application packet has not been received, but we have been instructed to initiate the designation of
staff positions and other application processes that take time to complete, as the grant application
period will have a short turn around time once it is finally released by the state.
OTHER AGENCY INVOLVEMENT:
The Office of Emergency Services coordinates application and reporting efforts for the Emergency
Management Performance Grant program. The Office of Auditor-Controller may be required to
validate financial documentation, and to receive and distribute funds.

The Office of Emergency Services is funded in Budget 1050/8056/EMPG. The Emergency
Management Performance Grant program amount for 2011 has not been released by the state as of
the time of this report. Initial information regarding the 2011 EMPG program is indicating amounts
to counties should remain about the same as last year $199,583). A request to increase revenue and
appropriations will be submitted for Board approval when actual funding is received. Approval of
recommended actions will have no impact on budgeted Net County Contribution.
