a. Approve and authorize the Director of Social Services to extend the lease agreement with the Transportation Agency for Monterey County through May 30, 2017, for approximately 4,932 square feet of space located at 20 West Market Street, in Salinas, California, as the Salinas Winter Warming Shelter; and
b. Direct the Auditor-Controller to continue lease payments of $1.00 per month in accordance with the lease terms of the lease agreement. (ADDED VIA ADDENDA)

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Social Services to extend the lease agreement with the Transportation Agency for Monterey County through May 30, 2017, for approximately 4,932 square feet of space located at 20 West Market Street, in Salinas, California, as the Salinas Winter Warming Shelter;
b. Direct the Auditor-Controller to continue lease payments of $1.00 per month in accordance with the lease terms of the lease agreement;
SUMMARY/DISCUSSION:
The Department of Social Services (DSS) and the City of Salinas have been working together for the last four years to provide an emergency shelter in downtown Salinas for homeless individuals and families during the inclement weather months. In preparation for the 2016-2017 inclement weather period, the County agreed with the City of Salinas’ request to administer the contract and the lease for center operations. On October 4, 2016, your Board authorized the Department of Social Services to:
• Execute a funding agreement with the City of Salinas to partner in the cost of the Salinas Winter Warming Shelter;
• Enter into a lease though April 30, 2017 with the Transportation Agency of Monterey County for 4.932 square feet of space located at 20 West Market Street to serve as the Salinas Winter Warming Shelter;
• Enter into a standard agreement with Community Homeless Solutions for $216,000 to operate the Salinas Winter Warming Shelter for the period of November 1, 2016 through April 30,2017; and.
• Sign up to three (3) amendments to the agreements with Community Homeless Solutions and the City of Salinas where total contract amounts do not exceed ten percent (10%) of the original contract amounts and do not significantly change the scope of services
On April 26, 2017, the Transportation Agency of Monterey County (TAMC) agreed to extend the lease for the Salinas Winter Warming Shelter for an additional 30 days. The Board of Supervisors previously granted authority for the Director of Social Services to make amendments to the respective agreements with Community Homeless Solutions which operates the shelter and with the City of Salinas which partners in funding the shelter. With approval of the 30 day lease extension, DSS will work with Community Homeless Solutions to amend the contract for operation of the shelter through the extended term using existing authority.
Additionally, with the 30 day extension of the Salinas Winter Warming Shelter’s operations, the County partners - including the County Administrators Office-Community Engagement and Strategic Advocacy Division, DSS, the Health Department, and the Resource Management Agency - will continue to work with partners in local jurisdictions to identify permanent shelter solutions.
OTHER AGENCY INVOLVEMENT:
The original Lease agreement with the Transportation Agency for Monterey County was reviewed and approved by the Auditor-Controller and Purchasing. The modified agreement to extend the lease by 30 days has been reviewed and approved as to form by County Counsel.
FINANCING:
The additional cost for the extended lease $1. Sufficient appropriation are included in the FY 2016-17 adopted budget for Community Programs Unit 001-5010-SOC004-8258. Approval of this action has no impact on the County General Fund contributions.
