c. Authorize Department of Emergency Management to receive award from the Homeland Security Grant Program (HSGP) of $531,920 for FY 2020, $508,867 for FY 2021 and $488,715 for FY 2022 not exceeding the total award amount of each fiscal year.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for Fiscal Years (FY) 2023 and 2024 Homeland Security Grant Program (HSGP); and
b. Designate and Authorize Director of Emergency Management or Designee to execute grant documents and applications for the Homeland Security Grant Program (HSGP); and
c. Authorize Department of Emergency Management to receive award from the Homeland Security Grant Program (HSGP) of $531,920 for FY 2020, $508,867 for FY 2021 and $488,715 for FY 2022 not exceeding the total award amount of each fiscal year.
SUMMARY:
The Department of Emergency Management coordinates applications and reporting efforts for the Homeland Security Grant Program. In December 2022, the Board of Supervisors authorized County staff titles Emergency Services Manager, Emergency Services Planner, and the Auditor-Controller as authorized agents for the respective Homeland Security Grant Program. As authorized representatives DEM can submit applications and execute grant documents for the purpose of obtaining financial assistance from the California Governor’s office of Emergency Services for FY 2021, 2022, 2023, and 2024 Homeland Security Grant Program.
DEM formerly Office of Emergency Services (OES) has become a standalone department, with the reorganization an update of the designated staff positions is required. The County staff titles authorize Director of Emergency Management, Emergency Services Manager, Finance Manager, and Management Analyst as Monterey County representatives for participation within the California Office of Emergency Services FY 2021, 2022, 2023, and 2024 Homeland Security Grant Program.
DISCUSSION:
The Homeland Security Grant Program is a federally funded grant aiding local government agencies in their efforts to prevent, protect, mitigate, and respond to acts of terrorism and other threats. HSGP funding also provides resources required for implementation and administering of the National Preparedness System. DEM staff administers the HSGP and receives an annual award to administer on behalf of the Monterey County Operational Areas.
HSGP funds are received annually for the Operational Areas for the purchase of specialized equipment for fire, law enforcement, and public safety agencies and other local jurisdictional emergency management preparedness needs. Equipment purchased with HSGP funding enhances the capabilities of local governments and stakeholder agencies to plan for and respond to large scale emergencies, disasters, and other hazardous events. DEM requested project applications from Operational Areas partner agencies and applied to CalOES on behalf of the Monterey County Operational Area.
Fiscal Year 2020 - 2021
The Board of Supervisors authorized Monterey County Department of Emergency Management, previously the Office of Emergency Services (OES) to submit an application to the HSGP, OES was awarded $531,920 for FY 2020 and $508,867 for FY 2021.
Operational Area Projects submitted and approved for the FY2020 allocation include 16 projects to be completed during the term of the FY2020 grant for the following agencies: Monterey County Health Department, Monterey Peninsula Special Response Unit, Salinas Fire Department, Monterey Fire Department, Monterey County Sheriff's Office Bomb Squad, Monterey County Sheriff's Office Dive Team, Monterey County Sheriff's Office SWAT, Monterey County Sheriff's Office Search and Rescue, Monterey County Urban Search and Rescue, and Monterey County Urban Search and Rescue.
Operational Area Projects submitted and approved for the FY2021 allocation include 22 projects to be completed during the term of the FY2021 grant for the following agencies: Monterey County Office of Emergency Services, Monterey County Regional Urban Search and Rescue, Monterey County Sheriff's Office Bomb Squad, Monterey County Sheriff's Office Dive Team, Monterey County Sheriff’s Office Search and Rescue Team, Monterey County Sheriff's Office SWAT Team, Monterey Fire Department, Monterey Peninsula Special Response Unit, Salinas Fire Department.
Fiscal Year 2022
In December 2022, the Board of Supervisors authorized Monterey County Department of Emergency Management, previously the Office of Emergency Services to submit applications for the FY 2022, 2023, 2024 HGSP, OES was awarded $488,715 for FY 2022.
Operational Area Projects submitted and approved for the FY2022 allocation include 19 projects to be completed during the term of the FY2022 grant for the following agencies: Monterey County Community Emergency Response Team Program, Monterey County Office of Emergency Services, Monterey County Sheriff’s Office, Monterey County Sheriff’s Office Search and Rescue Team, Monterey County Urban Search and Rescue, Monterey Fire Department, Monterey Peninsula Regional Special Response Unit, Salinas Fire Department, Salinas Police Department.
Administration and Authorized Agents
In December 2022, the Board of Supervisors authorized Monterey County Office of Emergency Services to submit applications for the FY 2022, 2023, and 2024 HGSP to the Federal Emergency Management Agency (FEMA) through the California Office of Emergency Services for the participation in the federally funded programs aimed at providing assistance to local government emergency management supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific activities.
The Department of Emergency Management, formerly the Office of Emergency Services (OES), has become a standalone department in FY 2024. With the reorganization an update of the designated staff positions is required. The County staff titles authorize Director of Emergency Management, Emergency Services Manager, Finance Manager and Management Analyst, as Monterey County representatives for participation within the California Office of Emergency Services FY 2020 through 2024 HSGP. The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel.
This resolution will designate the local government staff representatives having the authority to execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County, in regard to the HSGP. The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance.
OTHER AGENCY INVOLVEMENT:
The Department of Emergency Management coordinates applications and reporting efforts for the HSGP, the Auditor-Controller may be required to validate financial documentation, and to receive and distribute funds. At their July 26, 2023, meeting, the Budget Committee supported their recommendations.
FINANCING:
This resolution has no impact on the FY2023-24 Adopted Budgets.
