Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to the Standard Agreement with Dragonfly Forward, LLC for evaluation, professional learning, and capacity building activities under the MHSSA grant and increase funds in the amount of $228,800 for Fiscal Year 25-26 and $30,800 for Fiscal Year 26-27 for a total Agreement amount not to exceed $1,830,400 for the term of February 6, 2024 through August 30, 2026;
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement that do not exceed 10% ($183,040) of the original agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount over $2,013,440.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to the Standard Agreement with Dragonfly Forward, LLC for evaluation, professional learning, and capacity building activities under the MHSSA grant and increase funds in the amount of $228,800 for Fiscal Year 25-26 and $30,800 for Fiscal Year 26-27 for a total Agreement amount not to exceed $1,830,400 for the term of February 6, 2024 through August 30, 2026;

SUMMARY/DISCUSSION:
The County of Monterey was awarded a 4-year Mental Health Student Services Act (MHSSA) grant from the Mental Health Services Oversight and Accountability Commission to provide mental health support services within Monterey County public schools. The goal of the grant funding is to build infrastructure for mental health systems through the implementation of the Interconnected Systems Framework (ISF) and to increase staff emotional capacity and understanding of mental health in students with the goal of improving student mental health and wellbeing.
On November 21, 2024 the grant agreement was amended to extend the term of the grant through December 31, 2026 to allow for full completion of the project goals. The identified focus in the final year is evaluation of the long-term impacts and continued offerings of professional development for school and district staff and relevant supportive courses for caregivers of students. Dragonfly Forward will focus on the evaluation of the work they have done in the previous two years with involved schools and districts and offer professional development and capacity building opportunities for school staff and administrators.
This work supports the following the County of Monterey Health Department 2025-2028 Strategic Plan Initiative: 3. Provide exceptional person-centered care through accessible, community-focused health services. It also supports two of the ten essential public health services, specifically: 4. Strengthen, support, and mobilize communities and partnerships to improve health and 9. Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form, insurance, and fiscal provisions, respectively.
FINANCING:
This Amendment No. 2 is funded by Mental Health Student Services Act (MHSSA) Grant (82%) and Mental Health Services Act (MHSA) Innovation funds (18%). The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2024-25 Adopted Budget. The funds for this Agreement for FY 2025-26 and FY 2026-27 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2025-26 and FY2026-27 Requested Budgets.
