Title

a. Accept a Grant Award of $1,193,550.30 from The California Department of Health Care Services (DHCS) for the development and implementation of an in-house Mentored Internship Program (“MIP”), to assist in the treatment and recovery of patients with substance use disorders or co-occurring disorders and to support the statewide expansion of California’s behavioral health workforce; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to execute a Subcontract Agreement, ID No. 7438-BHWD-MONTEREY (MIP)-01G, as modified by Modification 1 and Modification 2, between the County of Monterey (“County”) and Advocates for Human Potential, Inc. (“AHP”), the administrative entity for the MIP, for professional services to be performed by County as an AHP subcontractor, for a retroactive term of April 1, 2022, through September 29, 2023, in the amount of $1,193.550.30; and

c. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten (10%) of the original Subcontract Agreement amount ($119,355) and do not significantly change the scope of services.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept a Grant Award of $1,193,550.30 from The California Department of Health Care Services (DHCS), for the development and implementation of an in-house Mentored Internship Program (“MIP”), to assist in the treatment and recovery of patients with substance use disorders or co-occurring disorders and to support the statewide expansion of California’s behavioral health workforce; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to execute a Subcontract Agreement, ID No. 7438-BHWD-MONTEREY (MIP)-01G, as modified by Modification 1 and Modification 2, between the County of Monterey (“County”) and Advocates for Human Potential, Inc. (“AHP”), the administrative entity for the MIP, for professional services to be performed by County as an AHP subcontractor, for a retroactive term of April 1, 2022, through September 29, 2023, in the amount of $1,193.550.30; and

SUMMARY/DISCUSSION:

The California Department of Health Care Services (DHCS) Behavioral Health Workforce Development (BHWD) established a grant for a Mentored Internship Program (MIP) to develop and implement an in-house MIP to assist in the treatment and recovery of patients with substance use disorder (SUD), mental health (MH), or co-occurring disorders.  The program serves adolescent and/or adult populations, including families, prioritizing working with underserved and diverse communities.

 

Throughout California, there is a shortage in the behavioral health (BH) workforce and the demand for services continues to increase.  The goal of the MIP is to build a workforce to ensure well-prepared diverse providers are available to deliver high-quality services to members of the community.

 

Partnering with local educational institutions, interns will be identified to participate in the MIP.  This will provide an ongoing collaboration with the institutions to develop connections for interested students that want to continue their education in a BH-related field.  It will enhance the ability of a BH agency to make job offers to better-prepared job candidates when appropriate job openings become available. 

 

On February 8, 2022, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent to submit an application to DHCS for a MIP in the amount of $500,000 to develop/support an in-house MIP program.  Initially, the Health Department’s intent was to submit an application for one location.  As the application process continued, the Health Department was informed that an expansion to other locations was available, and two locations were added.

 

On March 10, 2022, Monterey County Health Department was notified by DHCS that it had been awarded $1,193,550.30 to start the in-house MIP program in Salinas, Marina, and King City.  Funding would be administered through a contract with Advocates for Human Potential, Inc. (AHP) the MIP Administrative Entity. AHP issued its agreement and modifications, with County as a subcontractor, on July 6, 2022, with a retroactive term of April 1, 2022, through September 29, 2023.  At the request of the contractor, the contract term cannot be changed. 

 

The Monterey County Behavioral Health Bureau (“MCBH”) is excited to begin the program to provide mentoring to students who could one day join the MCBH workforce and provide behavioral health services. Approval of the recommended action will allow MCBH to receive the DHCS Grant Award and meet the need for quality services and behavioral health care access for our community.

 

This work supports the Monterey County Health Department 2018-2022 strategic goals: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services and 4. Engage the MCHD workforce and improve operational functions to meet current and developing population health needs; and supports one of the ten essential public health services, specifically: 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel reviewed and approved as to form. Auditor-Controller reviewed and approved as to financial terms. 

 

FINANCING:

This Agreement is funded by DHCS Grant funds.  The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2022-23 Adopted Budget.  The funds for FY 2023-24 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) respective Requested Budget.
