Title

a. Authorize the Chief Information Officer, or his designee, to execute an Agreement with Honeywell International, Incorporated, incorporating the terms of General Services Administration Federal Supply Service’s existing Multiple Award Schedule, Security and Protection Master Agreement Contract No. 47QSWA18D0057 to purchase facility services (SIN334512) to facilitate the County’s Data Center upgrades, and facility maintenance services, in the amount of $600,000 for the term of March 22, 2022 through May 24, 2023; and

b. Authorize the Chief Information Officer or his designee, to execute order forms as needed and such documents as are necessary to implement the agreement with Honeywell International, Incorporated for the County’s purchase of Heating, Ventilation and Air Conditioning (HVAC) services and supplies; and

c. Accept non-standard contract provisions as recommended by the Chief Information Officer; and

d. Authorize the Chief Information Officer the option to extend the agreement up to one (1) additional five (5) year period through May 24, 2028, and sign associated Order Forms provided that additional total costs do not exceed ten percent (10%) of the original contract amount ($60,000 total maximum cost increase per year), and so long as the Order Forms do not significantly alter the terms of the Master Agreement, even if no additional Agreements are entered into, subject to County Counsel review.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer, or his designee, to execute an Agreement with Honeywell International, Incorporated, incorporating the terms of General Services Administration Federal Supply Service’s existing Multiple Award Schedule, Security and Protection Master Agreement Contract No. 47QSWA18D0057 to purchase facility services (SIN334512) to facilitate the County’s Data Center upgrades, and facility maintenance services, in the amount of $600,000 for the term of March 22, 2022 through May 24, 2023; and

b. Authorize the Chief Information Officer or his designee, to execute order forms as needed and such documents as are necessary to implement the agreement with Honeywell International, Incorporated for the County’s purchase of Heating, Ventilation and Air Conditioning (HVAC) services and supplies; and

c. Accept non-standard contract provisions as recommended by the Chief Information Officer; and

SUMMARY:

The Information Technology Department (ITD) recommends utilizing a cooperative agreement entered into by Honeywell with the General Services Administration Federal Supply Service’s existing Multiple Award Schedule No. 47QSWA18D0057, Security and Protection Master Agreement to obtain discount pricing for hardware, software, and facility services on an as-needed basis.

 

DISCUSSION:

Honeywell, International (Honeywell) was one of several vendors that applied and were awarded General Services Administration, solicitation #47QSMD20R0001 on May 25, 2018, for Ancillary Services, Installation and Site Preparation Services, and Facility Management Services.

 

The General Services Administration (GSA) manages one of the nation’s largest purchasing programs allowing state and local governments to purchase a variety of products and services offered through specific Schedule contracts. The GSA’s Cooperative Purchasing Program’s purpose is to reduce procurement costs by leveraging the volume of products and services.

 

GSA selected specified companies, including Honeywell to provide Information Technology products, services, and solutions in addition to facility management systems on favorable terms and prices through the GSA Schedule #47QSMD20R0001. The term of the Agreement is through May 2023 with three 5-year options to extend the terms. 

 

Honeywell has agreed to sell specified Special Item Numbers (SINs), Ancillary Services (SIN 334290), Installation and Site Preparation Services (SIN 238910), and Facility Management Services (SIN 334512) for products and services to the County on favorable terms.

 

Honeywell is a County approved vendor providing general facility maintenance and emergency HVAC services for the County, including the Information Technology Department’s County owned build, located at 1590 Moffett Street in Salinas. This site houses the County’s Data Center, where critical technology and data connections are maintained. Dedicated air conditioning units support the Data Center’s environmental conditions to prevent overheating of technology and systems.

 

The General Services Administration, which will govern the County’s purchase of products and services through Honeywell, contains terms which are non-standard to the County, but which are common in the information technology industry and HVAC systems. The Chief Information Officer recommends Board approval in order to utilize this cooperative agreement at discounted prices to update the County’s data center and maintain ITD’s building site.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the General Services Administration Federal Supply Service’s existing Multiple Award Schedule, Security and Protection Master Agreement and does not approve the following non-standard terms: non-standard cure of breach terms; force majeure provisions; non-standard insurance and indemnification terms; and non-standard warranty and acceptance terms.

 

FINANCING:

The funds have been included in the FY21-22 Approved Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services. 

 

Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Board’s approval of the recommended agreement will provide critical upgrades and maintenance to the County’s Data Center.
