Report

RECOMMENDATION:

It is recommended that the Capital Improvement Committee:

a. Receive a report on the Behavioral Health Alisal (East Salinas) Integrated Clinic, Capital Improvement Plan Project 1701for 331 North Sanborn; and

b. Support the Health Department’s Request to make this a high-priority project for recommended funding to the Budget Committee; and

c. Support the Health Department’s request to implement and manage the project with support from the Public Works, Facilities, and Parks Department if funding is approved.

 

SUMMARY/DISCUSSION:

The project is for the construction of a new clinic at 331 North Sanborn Road in Salinas. The primary goal of this project is to address the unmet needs for an integrated behavioral health/primary care clinic for the Alisal community. The location of this clinic will remove or ease transportation as a barrier to services and allow the Health Department (Department) and its bureaus to engage the public, particularly our Spanish speaking Latinx residents by meeting them where they are and thereby strengthen its relationship with the community.  More importantly, the clinic will allow the Department to deliver comprehensive services that will help improve the health outcomes of this community.

 

This project has been in development and progressing since 2016 when the Board of Supervisors approved a property swap with the City of Salinas that exchanged 312 East Alisal Street for 331 North Sanborn Road.  The Department in conjunction with staff from Public Works, Facilities, and Parks Department (formerly RMA) has completed the design of the new 19,300 square foot two story clinic. The clinic will be comprised of 42 offices/workstations and seven (7) treatment rooms for use by Behavioral Health Bureau (BHB) staff, five (5) exam rooms and eight (8) workstations for use by the Clinics Services Bureau (CSB), a joint lobby/waiting area and a multipurpose room with direct access from the outside for use by other community agencies.  Attachments B & C provide a visual representation of the project location and floor plan.

 

This project has been included in the annual Capital Improvement Plan (CIP) since 2017 as an unfunded project.  The project has been progressing slowly due to funding constraints. 

 

Recently, the Department has identified a viable financing structure which will allow construction of this project entirely with local funds.  Accordingly, the Department seeks your concurrence and support to implement the project with the identified funding structure. 

 

If the project is approved for implementation, the Department will return to this Committee to present the pertinent project details and timeline as required.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 2. Diagnose and investigate health problems and health hazards in the community; 3. Inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed staff report. The Department has worked with the Public Works, Facilities, and Parks Department in development of project plan and with the County Administrative Office - Budget Office to identify additional local funds for the project.

 

FINANCING:

The estimated project total is $23.7 million, of which $848,000 has been funded and spent to-date.  The Department has secured $7.0 million for the construction of the new clinic as follows: $2.5 million are capital grant funds awarded by the Central California Alliance for Health and $5.5 million of BHB one-time Mental Health Service Act (MHSA) funds reserved for capital needs.  The Department proposes that funds from the Building Improvement and Replacement sub-fund (478-BIR-CAO047-1050) be used to finance the unfunded balance which is estimated at approximately $16.2 million. The advanced funds from the BIR will be repaid through the building depreciation expense allocated to the BHB in the annual cost plan (COWCAP).
