Title: a. Approve and authorize the Director of Health to sign a three year Facility User Agreement (July 1, 2014 to June 30, 2017) with Rancho Cielo, Inc. to use three (3) office spaces on Rancho Cielo premises to provide mental health services for at-risk youth in Monterey County in the amount of $18,000 for Fiscal Year (FY) 2014-15, $18,000 for FY 2015-16, and $18,000 for FY 2016-17 for a total amount not to exceed $54,000; b. Approve the non-standard risk provisions, as recommended by the Director of Health; and c. Authorize the Director of Health to approve up to three future amendments to this Agreement where the total number of amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a three year Facility User Agreement (July 1, 2014 to June 30, 2017) with Rancho Cielo, Inc. to use three (3) office spaces on Rancho Cielo premises to provide mental health services for at-risk youth in Monterey County in the amount of $18,000 for Fiscal Year (FY) 2014-15, $18,000 for FY 2015-16, and $18,000 for FY 2016-17 for a total amount not to exceed $54,000;
b.    Approve the non-standard risk provisions, as recommended by the Director of Health; and

SUMMARY/DISCUSSION:
Rancho Cielo, Inc. is a non-profit organization youth campus that provides services to court-involved, at risk youth in Monterey County.  Rancho Cielo, Inc. is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and drugs, and help youth become educated and skilled for a successful life.  Monterey County Behavioral Health Bureau (MCBHB) and Rancho Cielo have established a collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009.  Rancho Cielo will continue to provide MCBHB the use of three (3) office spaces on Rancho Cielo premises to provide mental health services to youth participating in programs at Rancho Cielo.
 
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
The County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  A copy of this Agreement is on file with Clerk of the Board.
 
FINANCING:
This Agreement is funded by the Mental Health Services Act revenues. The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2014-15 Recommended Budget.
