RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the Second Renewal and Amendment to the Professional Services Agreement between County of Monterey and AMEC Environment & Infrastructure, Inc. (Renewal No. A-11889) for services rendered for inspection, monitoring and reporting for the closed County landfills located at Bradley, San Ardo, and Lake San Antonio North Shore in the amount of $4,121.37 for a total amount not to exceed $258,521.37; and
b. Authorize the Contracts/Purchasing Officer to execute the Second Renewal and Amendment to the Professional Services Agreement between County of Monterey and AMEC Environment & Infrastructure, Inc. (Renewal No. A-11889).
SUMMARY/DISCUSSION:
On September 9, 2009, the Contracts/Purchasing Officer executed a Professional Services Agreement (PSA) with AMEC Geomatrix, Inc. (now AMEC Environment & Infrastructure, Inc.) to provide groundwater contamination monitoring, gas monitoring, and waste discharge requirement reporting services for the closed County landfills in accordance with regulatory requirements. On November 30, 2010, the Board of Supervisors approved a Renewal to the PSA which was amended for increased amounts and/or term extensions for a total amount not to exceed $254,400 through March 31, 2013. Amendment No. 3 and Amendment No. 4 to the Renewed PSA were just for term extensions, because it was anticipated that more than $17,000 in cost savings during the previous years would allow sufficient funding of the additional periods of work.
In November 2012, RMA - Public Works staff requested proposals from several qualified consultants in order to establish a new PSA to provide landfill monitoring services to comply with the updated waste discharge requirements. A new consultant was selected through a competitive selection process in accordance with County policies, and has entered into a new PSA with the County effective April 1, 2013.
This Second Renewal and Amendment to the PSA will provide an increase in the amount of $4,121.37 for a total amount not to exceed $258,521.37 to provide funding for payment through closeout services rendered through March 2013.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller and Contracts/Purchasing have reviewed and approved the Second Renewal and Amendment to the PSA as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. There are sufficient appropriations in the Public Works County Disposal Sites Budget (Fund 001, Department 3000, Unit 8175, Appropriation Unit RMA 039, Account 6613) to fund the Second Renewal and Amendment to the PSA.
