It is recommended that the Board of Supervisors:
Approve a Resolution to add participating jurisdictions for the Used Oil Payment Program from CalRecycle with the County of Monterey as the lead agency.
SUMMARY:
The Health Department's Environmental Health Bureau coordinates a countywide Used Oil and Filter Collection and Recycling Program. The State of California’s Department of Resources Recycling and Recovery (CalRecycle) provides annual funding to local jurisdictions to implement their Used Oil and Filter Collection and Recycling Programs. CalRecycle requires specific language from the applicant's governing body to authorize the application for, and implementation of, the grant.
DISCUSSION:
Since 1994 the County of Monterey, through the Health Department's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program. This program promotes the proper disposal and recycling of used motor oil and oil filters for residents, commercial and recreational boaters, and small farmers in Monterey County. The County provides community education and makes various outlets for the proper disposal and recycling of used motor oil and oil filters available through curbside collection, residential drop-off centers, and marine and agricultural oil collection centers.
CalRecycle, formerly known as the California Integrated Waste Management Board, is authorized to make payments to qualifying local jurisdictions for implementation of their used oil programs. These funds are used to cover costs related to personnel time, acquisition of equipment, supplies, and training to enhance Used Motor Oil and Filter Recycling Program activities.
Pursuant to California Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions. In furtherance of this authority, CalRecycle is required to establish procedures governing the administration of the payment programs. Said payment programs allows regional participation. CalRecycle’s procedures for administering payment programs require, among other things, a regional applicant’s governing body to declare by resolution certain authorizations related to the administration of the payment programs.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s) Goal 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health.
It also supports the following of the ten essential public health services, specifically, 4. Mobilize community partnerships and action to identify and solve health problems; 5. Develop policies and plans that support individual and community health efforts and 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The cities of Carmel-by-the-Sea, Del Rey Oaks, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside and Soledad have authorized Monterey County to act as Lead Agency for the purposes of applying for and administering the Used Oil Payment Program.
FINANCING:
There is no impact to the General Fund resulting from this Board action. Sufficient appropriations and revenues are included in Environmental Health's Fiscal Year 2025-26 Adopted Budget (HEA005-4000-8117).
