RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize Director of Health or Assistant Director of Health to execute an Agreement with Health Career Connection, Inc. in the amount of $26,000 for the provision of a ten (10) week summer college health management internship program for college and university students, for the period retroactive from June 12, 2017 to April 30, 2019.

b.                     Accept the non-standard risk terms regarding insurance and indemnification, as recommended by the Director of Health.

 

SUMMARY/DISCUSSION:

Health Career Connection, Inc. (HHC) is a national non-profit that inspires and empowers undergraduate students, recent graduates and HCC alumni, particularly those from under-represented or disadvantage backgrounds, to choose and successfully pursue healthcare and public health careers. HCC connects organizations in all health sectors with talented and diverse future health professionals. Interns support priority projects and programs to optimize organizational performance, foster innovation and drive growth. HCC priority goals include: student empowerment and success, provide organizations and graduate programs access to diverse talent, and increase the health workforce diversity. 

 

The Monterey County Health Department’s Planning, Evaluation and Policy (PEP) Unit will provide oversight, recruitment, and training of up to two (2) interns for each of the summer months of 2017 and 2018.  The interns will be utilizing best practices for their contributions to ongoing projects that may require their expertise in health management and policy.  The PEP unit will have their staff work closely with the interns to ensure that their assigned projects include aspects proven to enhance health management through program coordination to increase health access for our residents.

 

PEP has been working with County Counsel and the vendor for several months to create a comprehensive agreement for an internship program.  The Agreement was written with a June 12, 2017 start date; however, the vendor was not able to return the Agreement within the anticipated timeline.  Therefore, PEP is requesting a retroactive start date.  No services have been rendered and will not be rendered until the Board of Supervisors authorizes the Director of Health or the Assistant Director of Health to sign the agreement.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. It also supports one or more of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is included in the Health Department's Fiscal Year 2016-17 Adopted Budget (4000-HEA014-8438) and it its included in the Fiscal Year 2017-18 Requested Budget.  There is no impact to the County General Fund.
