RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve 2014-15 Monterey County Strategic Initiatives and Key Objectives; and
b.      Provide further direction to staff as necessary.
 
SUMMARY:
In 2009, the Board of Supervisors approved a series of Strategic Initiatives and Key Objectives intended to provide a framework to guide overall County operations.  The initiatives and objectives were updated in 2011 and 2012.  In December 2013, the Board conducted an all-day public workshop with department heads to create initial consensus on priorities for recommendation to the Board of Supervisor in the form of updated strategic initiatives and key objectives and strengthen teamwork.
 
DISCUSSION:
The Board of Supervisors Strategic Initiatives and Key Objectives address the five broad policy areas as follows:  Economic Development, Administration, Health and Human Services, Infrastructure and Public Safety.  The 2012-2013 Strategic Initiatives and Key Objectives approved in 2012 are included as Attachment A.  At the December 2013 workshop with the Board of Supervisors and department heads, extensive discussion was held to enable the Board to focus on Strategic Initiatives and Key Objectives to be achieved over the next three to five years.  The results of the December 2013 workshop were the subject of Department head work group meetings held in February 2013 to discuss, review, and create recommendations for the 2014-15 Strategic Initiatives and Key Objectives which are the subject of this report.  The policy related Milestones, Performance Measures and Department/Program leads will be reported back to the Board no later than June 30, 2014.
 
At the March 25, 2014 Board of Supervisors meeting, brief oral presentations will be made regarding the updated Strategic Initiative and Key Objective recommendations.
 
The presenters will include:
 
·      Economic Development - Dave Spaur, Director, Economic Development Department
·      Administration - Nick Chiulos, Assistant County Administrative Officer
·      Health and Human Services - Elliott Robinson, Director, Social Services
·      Infrastructure - Benny Young, Director, Resource Management Agency
          Dave Chardavoyne, General Manager, Water Resources Agency
·      Public Safety - Dean Flippo, District Attorney
 
OTHER AGENCY INVOLVEMENT:
In December 2013, a public workshop was facilitated by Jan Perkins, Management Partners, Inc., and attended by the Board of Supervisors, County department heads and members of the public.  Various department head working group meetings, facilitated by CAO-IGLA staff, were conducted in February and March to further refine and develop the recommended 2014-2015 Strategic Initiatives and Key Objectives.  
 
FINANCING:
In and of itself, the adoption of the Strategic Initiatives/Key Objectives has no impact on the General Fund.  Implementation of various initiatives/objectives will require a careful integration of the budget resources, fiscal realities facing the county and an assessment of the relative value to the organization in achieving the initiatives/objectives over time.
