RECOMMENDATION:

It is recommended that the Board of Supervisors

a. Authorize the Director of Health or Assistant Director of Health to execute an Amendment No. 1 to the Mental Health Student Services Act (“MHSSA”) Grant Agreement No. 21MHSOAC015 with the Mental Health Services Oversight and Accountability Commission (“MHSOAC”), to revise the payment schedule for the same amount of $3,999,979, for the same grant period September 1, 2021, through August 31, 2025; and

b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($399,997.90) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The MHSOAC awarded the Monterey County Behavioral Health Bureau an MHSSA grant to expand access to mental health services, including campus-based mental health services for children and youth, and facilitate linkage and access to ongoing and sustained services.  The goal of the grant is to prevent mental illnesses from becoming severe and disabling; improve timely access to services; provide outreach to recognize the early signs of potentially severe and disabling mental illness; reduce the discrimination against people with mental illness; and prevent negative outcomes including, but limited to suicide, incarceration, school failure or dropout, unemployment, prolonged suffering, homelessness, removal of children from their homes, and involuntary mental health detentions.  This Amendment No. 1 revises the payment schedule to allow all unspent funds to be moved forward to one or more subsequent grant years.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

The Grant Agreement provides a total amount of $3,999,979.00 for the period of September 1, 2021, through August 31, 2025.  There are enough appropriations in the Monterey County Behavioral Health Bureau’s (MCBHB) Fiscal Year (FY) 2022-23 Adopted Budget (HEA012, Unit 8410) for these services and future services will be included in MCBHB FY 2022-23 through FY 2024-25 Requested Budgets.
