Title: a. RECOMMENDATION/SUMMARY:

 

a.                     Approve a Memorandum of Understanding (MOU) between Monterey Peninsula Regional Parks District (MPRPD) and the County, working through Monterey County Free Libraries (MCFL), for the period April 18, 2023 through April 17, 2026; to establish a partnership to offer programs, presentations at library facilities for the public.

b.                     Authorize the Library Director to sign the Memorandum of Understanding (MOU) on behalf of the County; and

c.                     Authorize the Library Director and his/her Designee up to two(2) extensions of the Memorandum of Understanding on a year to year basis, subject to mutual agreement of the parties and County Counsel review; so long as the amendments do not significantly alter the scope of the work.

 

 

The mission of MCFL is to bring ideas, inspiration, information, and enjoyment to our community. With limited resources the best way for MCFL to bring new ideas, information and enjoyment to our communities is through collaborations with organizations such as the Monterey Peninsula Regional Park District (MPRPD). The goal of MPRPD is to acquire and maintain open space in the District for the purpose of protecting our environment and enhancing our community’s health, recreational, and environmental education opportunities.

 

Often residents in our communities are aware of some resources, venues, or opportunities and not others. Hosting programs at MCFL Branch Libraries in partnership with MPRPD is a great way to cross-pollinate our communities, improve our reach and increase awareness among our users of other local resources.

 

For both organizations the ultimate goal is to enrich the lives of our community members by providing new opportunities and experiences.

 

Both organizations will benefit significantly from this partnership with an ultimate outcome of achieving MCFL’s vision of a community where everyone has the opportunity to achieve their potential and pursue happiness.

 

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved the Memorandum of Understanding (MOU) as to form.  Risk Management has reviewed insurance and indemnity provisions.

 

FINANCING:

 

There will be no additional cost on the library budget through the implementation of this Memorandum of Understanding (MOU).  There is no cost to the County General Fund associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The proposed Memorandum of Understanding with Monterey Peninsula Regional Parks District (MPRPD) will allow MCFL to enhance library programs outdoors.
