RECOMMENDATION:

It is recommended that the Health, Housing, and Human Services (HHHS) Committee receive an oral report from the Department of Social Services (DSS) on the Aging and Adult Services (AAS) Programs, including the Area Agency on Aging (AAA), Adult Protective Services (APS), In-Home Supportive Services (IHSS), IHSS Public Authority (PA), Information, Referral, and Assistance (IRA), Aging and Disability Resource Connection (ADRC), Age Wise, Home Safe, Housing & Disability Advocacy Program (HDAP), and Supplemental Security Income (SSI) Advocacy.

 

SUMMARY/DISCUSSION:

The County of Monterey Department of Social Services has developed a holistic and integrated approach to meeting the needs of AAS program participants.  The mission of Aging and Adults Service Branch is to empower and serve the aging population and persons living with disabilities to live safely and with dignity.  The following is a brief description of each program within the Department of Social Services on Aging and Adult Services (AAS):

 

1.                     Area Agency on Aging (AAA): Helps to plan, coordinate, administer, and fund support services for older adults to help them live independently in their communities.

2.                     Adult Protective Services (APS): Investigates reports of abuse, neglect, or exploitation of older (age 60+), and dependent adults (age 18-59), and provides services to prevent or remedy abuse.

3.                     In-Home Supportive Services (IHSS): Provides in-home assistance to eligible older adults (age 65+), and blind or disabled individuals on Medi-Cal to enable them to remain safely in their homes.

4.                     IHSS Public Authority (PA): Enrolls and maintains a registry of IHSS providers to help match IHSS recipients to pre-screened IHSS providers. 

5.                     Information, Referral, and Assistance (IRA): Provides information and referrals to various services and resources available to older adults, individuals with disabilities, and their caregivers.

6.                     Aging and Disability Resource Connection (ADRC): Assists seniors, individuals with disabilities, caregivers, and their families to identify and access support services through a “No Wrong Door” service delivery model connected to the aging and disability service provider network. 

7.                     Age Wise: Helps high risk underserved individuals aged 60 and over with mental health needs to access services and intensive case management through a partnership with Behavioral Health and Aging and Adult Services staff.

8.                     Home Safe: Assists older adults referred to Adult Protective Services (APS) and who are at risk of homelessness with housing-related assistance and support services.

9.                     Housing & Disability Advocacy Program (HDAP): Assists disabled older adults and individuals who are at risk of homelessness with benefits advocacy and housing support.

10.                     Supplemental Security Income (SSI) Advocacy: Assists individuals with disabilities to apply for SSI benefits to help provide financial support.

 

An oral presentation will be provided at the meeting.

 

OTHER AGENCY INVOLVEMENT:

No other agency was involved in development of this report.

 

FINANCING:

There is no impact to the County General Fund from this report.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by access to resources and individualized assistance to residents of Monterey County.
