Consider adoption of an ordinance amending section 12.24.020 of the Monterey County Code to establish a four way stop intersection at Guadalupe Street and Pico Avenue in the Carmel area in the unincorporated area of the County of Monterey.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt an ordinance amending section 12.24.020 of the Monterey County Code to establish a four way stop intersection at Guadalupe Street and Pico Avenue in the Carmel area in the unincorporated area of the County of Monterey.

 

SUMMARY/ DISCUSSION: 

This ordinance was introduced on November 17, 2015 and this date and time was set for the consideration of adoption.

 

The County has received a request to establish an all-way stop at the intersections of Pico Avenue and Guadalupe Street as well as Pico Avenue and Santa Rita Street. Pico Avenue and Guadalupe Street is currently a two-way stop. Monterey County Resource Management Agency-Public Works staff reviewed the intersections and recommends the installation of an all-way stop at the intersection of Pico Avenue and Guadalupe Street due to sight distance constraints.  Staff determined that an all-way stop at Pico Avenue and Santa Rita Street is not necessary at this time since it does not meet any of the criteria for all-way stop control found in the California Manual on Uniform Traffic Control Devices (CaMUTCD).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the ordinance as to form.

 

FINANCING:

There is no financial impact to the General Fund.  Traffic control devices are paid from the Road Fund.  The cost to install the necessary signing is estimated at $800.00.  There are sufficient appropriations available in the Road Fund (Fund 002, sub fund TRAF, Unit 8195) to finance this work.
