RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend Fiscal Year (FY) 2013-14 Health Department Budget 4000, HEA012-8410 to add
    2.0 FTE Behavioral Health Unit Supervisor, 1.54 FTE Contract Physician, 8.00 FTE
    Psychiatric Social Worker positions; and
b. Authorize the County Administrative Office to incorporate approved position changes in the
    FY 2013-14 Adopted Budget
 
SUMMARY/DISCUSSION:
Behavioral Health requests 11.54 FTE additional staff to provide appropriate clinical assessments, case management, and referrals to treatment, interventions, and other behavioral services to the community.
 
The Unit Supervisor positions will provide continued oversight to multidisciplinary teams that serve our Behavioral Health population with serious mental illness and their families.  These positions are vital for the overall functioning of Services of Care programs.  The primary responsibilities of the Unit Supervisor will be to maintain a cohesive and functional team by providing clinical oversight, training, guidance, support and supervision. One position will be in the South County Region to supervise staff with in the Systems of Care and ACCESS and the other position will supervise a specialty of alcohol, other drug, and forensic programs.   
 
The Contract Physician positions are essential to the delivery of mental health services to ensure that patients are stabilized.  Treatment procedures that are essential to the life of the patient are handled in a timely and efficient manner.  This avoids or minimizes the increase of emergency hospitalization for psychiatric conditions. These positions will be throughout the County working with all programs and populations.
 
The Psychiatric Social Worker positions will provide mental health, case management, assessments and access to services.  This will expand the services in South County as well as in the current Adult/Children System of Care programs.  These positions will increase the ability to provide additional services to the Katie A, Transitional Age youth, and the increased Medi-cal population due to the elimination of Healthy Families' Program. 
 
These added positions will enable the Bureau to provide the highest level of quality services to the community as the demand for mental health services continue to increase annually.
 
OTHER AGENCY INVOLVEMENT:
The Human Resources has reviewed and agrees with the recommendations.
 
FINANCING:
The funding for these positions is Mental Health Services Act (62%), Early Periodic Screening, Diagnosis, and Treatment (7%), and Federal Financial Participation (31%).  There are sufficient appropriations in the FY 2013-14 Adopted Budget for Behavioral Health (Fund 023-4000-HEA012).
