RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution approving the fair share distribution property tax transfer resolution for the proposed “Pockets Annexation” to the Monterey County Regional Fire Protection District.
SUMMARY:
The Local Agency Formation Commission (LAFCO) of Monterey County is in receipt of an annexation proposal for the Monterey County Regional Fire Protection District.
DISCUSSION:
The Board of Supervisors has adopted a property tax transfer formula which allows for fire protection districts to be allocated a portion of the County’s property tax increment. The Board approved formula reflects the County’s loss of property tax revenue that was imposed by the State during fiscal year 1993-94. Non affected jurisdictions retain their percentage share of property taxes collected within an affected tax rate area.
The proposed LAFCO action is a minor boundary adjustment to annex remnant lands or service area “islands” into the District to insure continuity of fire protection services. The four areas are:
• Tax Rate Area 057-007 Panziera Road
• Tax Rate Area 060-021 Robinson Canyon Road
• Tax Rate Area 060-082 Mercurio Road
• Tax Rate Area 096-023 Imjin Road
The annexation areas listed above are shown on the maps attached to this report.
OTHER AGENCY INVOLVEMENT:
The Monterey County Regional Fire Protection District concurs with the recommended action. The Auditor/Controller has been consulted and has raised no objection to the recommended action. The attached resolution was previously approved as to form by County Counsel.
FINANCING:
Pursuant to the attached resolution, the Monterey County Regional Fire Protection District would receive the following property tax increment after the tax transfer:
1. Tax Rate Area 057-007 6.3843%
2. Tax Rate Area 060-021 5.6262%
3. Tax Rate Area 060-082 9.2277%
4. Tax Rate Area 096-023 5.6684%
