Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health Services or designee to execute a Standard Agreement with Dragonfly Forward, LLC to provide comprehensive training, planning, and technical assistance to support the evaluation and implementation of the Interconnected Systems Framework (ISF) within school districts participating in the MHSSA grant in the amount of $528,000 for FY 2023-24; and $712,800 for FY 2024-25 for a total Agreement amount not to exceed $1,240,800 for the term beginning upon the date of execution through August 31, 2025; and,

SUMMARY/DISCUSSION:

The County of Monterey was awarded a 4-year Mental Health Student Services Act (MHSSA) grant from the Mental Health Services Oversight and Accountability Commission to provide mental health support services within Monterey County public schools.  The goal of the grant funding is to build infrastructure for mental health systems through the implementation of the Interconnected Systems Framework (ISF) and to increase staff emotional capacity and understanding of mental health in students with the goal of improving student mental health and wellbeing. The ISF integrates Positive Behavior Interventions and Supports and school mental health into one comprehensive model.  When implemented with fidelity, the ISF increases collaboration, efficiency and communication between the education and mental health systems.

 

Through an existing MOU with the Monterey County of Education (MCOE) also funded by the MHSSA grant, this implementation work has already begun. Dragonfly Forward was identified as a key complementary partner to support the work by providing district-level comprehensive training, planning, and technical assistance to support the evaluation and implementation of the ISF within school districts participating in the MHSSA grant. They will provide access to and guidance in utilizing training and assessment tools they have developed to districts to support initial assessment, implementation, and model fidelity to ensure goals of the grant are being met.

 

This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this agreement as to legal form, insurance, and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Mental Health Student Services Act (MHSSA) Grant (100%).  The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2023-24 Adopted Budget.  The funds for this Agreement for FY 2024-25 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2024-25 Requested Budget.
