RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute a Memorandum of Understanding between San Andreas Regional Center and County of Monterey for the term July 1, 2024 through June 30, 2027, with no exchange of funds, to formalize the protocols for psychiatric services for Monterey County residents with co-occurring developmental and psychiatric disabilities.

 

SUMMARY/DISCUSSION

San Andreas Regional Center is a community-based, private non-profit corporation that is funded by the State of California to serve people with developmental disabilities as required by the Lanterman Developmental Disabilities Services Act. San Andreas Regional Center serves individuals and their families in Monterey, San Benito, Santa Clara, and Santa Cruz Counties.

 

San Andreas Regional Center and the County of Monterey Health Department, Behavioral Health Bureau (Behavioral Health) have a long history of collaboration. This Memorandum of Understanding (MOU) formalizes the protocols for assessment, treatment and payment for psychiatric services provided by Behavioral Health for Medi-Cal beneficiaries with developmental disabilities and severe emotional disturbance/serious mental illness. The mutual goals are to increase continuity of services, optimize service utilization, and improve mental health outcomes.

 

This MOU contains no termination clause, insurance requirements, indemnification or financial provisions as this MOU fulfills a State legislative mandate. The MOU is in accordance with the California Welfare and Institutions Code Division 4.5, Services for the Developmentally Disabled, Chapter 6. Developmental and Support of Community Facilities and Programs, Article 7 Regional Center Clients Requiring Mental Health Services, Section 4696 thru Section 4697.

 

This work supports one of the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): Empower the community to improve health. It also supports one of the ten essential public health services, specifically: Develop policies and plans that support individual and community health efforts.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this MOU as to legal form and fiscal provisions, respectively.

 

FINANCING:

This MOU consists of operational protocol only and thereby contains no fiscal, insurance or indemnification provisions.
