Permit Type: Combined Development Permit (PLN100516) consisting of: 1) a Coastal Development Permit to allow the development of a public safety, non-commercial wireless telecommunications facility including a 100-foot high monopole with ten (10) Omni-directional antennas, two (2) 4-foot diameter microwave dishes and three (3) panel antennas; a 276 square foot (11.5 x 24.0) equipment shelter; two (2) GPS antennas mounted to the roof of the shelter; demolition of an abandoned 50,000-gallon water tank and grading (less than 100 cubic yards cut and  fill); 2) a Coastal Development Permit to allow ridgeline development; and 3) Design Approval.  
 
RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve a Professional Services Agreement with AMEC Environment & Infrastructure, Inc. where the Base Budget is $121,759.75 and the Contingency budget is $18,263.96, for a total amount not to exceed $140,023.71 to provide an Environmental Impact Report (EIR) for the Huckleberry Hill Public Safety Radio Site/Wireless Telecommunications Facility (PLN100516) in the Del Monte Forest area, for a term through January 31, 2014; and
b.      Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.
 
SUMMARY/DISCUSSION:
The Monterey County Emergency Communications Department and other local public safety agencies are participating in a project to deploy the Next Generation Emergency Network (NGEN) radio system for emergency communications throughout the County. The project is proposed to upgrade the regional public safety wireless communication systems used by the member agencies and to support critical communications of first responders to emergency calls. The NGEN project was initiated in response to a mandate by the Federal Communications Commission (FCC) to provide narrowband emergency communications.  The Huckleberry Hill Public Safety Radio Site/Wireless Telecommunications Facility will provide narrowband emergency communications service to the Monterey Peninsula region, including Pebble Beach, Carmel-by-the-Sea, and western portions of Carmel Valley and would allow improved necessary connection to the rest of the system.
Development of the improvements at four (4) of the sites, including the site at Huckleberry Hill, requires discretionary permits per the Zoning Ordinance.  Discretionary permits for three (3) of those facilities have been reviewed and approved by the Planning Commission. The Planning Commission also approved a discretionary permit for the project at the Huckleberry Hill site. The approval was appealed to the Board of Supervisors.  On December 4, 2012 the Board of Supervisors directed staff to prepare an Environmental Impact Report (EIR) for the Public Safety Wireless Telecommunications Facility at the Huckleberry Hill site.
 
This Professional Services Agreement (PSA) with AMEC Environment & Infrastructure, Inc. will provide an EIR for the Huckleberry Hill Public Safety Radio Site/Wireless Telecommunications Facility for a term from April 10, 2013 through January 31, 2014.

Due to the late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational policy, or other implications to the County of Monterey.
 
FINANCING:
The costs of this PSA are included as part of NGEN project costs.  A Capital Projects Fund specifically for the NGEN project has been created for tracking and holding project funds including funds from other participating agencies, funds from grants, and funds from debt service.  Sufficient funds are available in the NGEN Project Fund (Fund 405, Budget Unit 1520, Appropriation Unit EME002) to finance this PSA.  There will be no impact to the General Fund.
