RECOMMENDATION:

a.                     Approve delegation of authority to the Director of Health or designee to execute a Mental Health Services Agreement with American Medical Transport, Inc., dba Central Coast Ambulance in the annual amount of $100,000 for FY 2015-16, $100,000 for FY 2016-17 and $100,000 for FY 2017-18 for a maximum total Agreement amount of $300,000 for the provision of wheelchair and gurney transportation services for psychiatrically and/or physically disabled clients for the period July 1, 2015 through June 30, 2018; and,

b.                     Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the originalcontract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

American Medical Transport, Inc., dba Central Coast Ambulance has provided essential transportation services for psychiatrically or physically disabled clients to and from State and Veteran’s Administration hospitals, locked skilled nursing facilities, Monterey County’s psychiatric inpatient unit, and other facilities in California.  These services are pre-planned, with a small portion being provided within the County; the majority of the services will involve transporting clients to and/or from facilities located outside of the County.  This Agreement also ensures that critical advanced life support ambulance response services are not diverted for these non-emergent transportation needs of psychiatrically and/or physically disabled clients.

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. 

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed this Agreement and have approved as to legal form and fiscal provisions. This Agreement is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues.  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.  The funds for FY 2016-17 and FY 2017-18 shall be included in the Health Department’s Behavioral Health Bureau Requested Budgets.
