Approve and authorize the Director of Health Services or their designee to execute Amendment No. 1 to the Mental Health Services Agreement A-16627 with Vista Del Mar Child and Family Services, for the provision of Short Term Residential Therapeutic Program and mental health services, with no change in the dollar amount or term of the Agreement.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or their designee to execute Amendment No. 1 to the Mental Health Services Agreement A-16627 with Vista Del Mar Child and Family Services, for the provision of Short Term Residential Therapeutic Program and mental health services, with no change in the dollar amount or term of the Agreement.

 

SUMMARY/DISCUSSION:

Vista Del Mar Child and Family Services is a Short Term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, support, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs. The goal of the program is to provide therapeutic interventions to treat and ameliorate behavioral health symptoms and improve functioning so that children and adolescents may move to a less restrictive and intensive treatment setting. Vista Del Mar Child and Family Services has been providing services to youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential facility. The child/youth was an emergency placement, these placements are conducted when currently contracted agencies are not able to provide the specialized residential and mental health needs of a child/youth.

 

The Board of Supervisors approved Agreement A-16627 on November 7, 2022, as retroactive to April 5, 2022 (the date the child/youth was placed) to pay for outstanding invoices. A fiscal year error in the payment rate table in the original Exhibit B is preventing the Auditor-Controller’s Office from issuing payment. The purpose of this Amendment No. 1 is to correct the payment rate table, which will allow payment to be issued to Vista Del Mar Child and Family Services for services rendered from April 5, 2022 through November 1, 2022.

 

This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget. There are enough appropriations to cover these costs.
