RECOMMENDATION:

It is recommended that the Board of  Supervisors approve and authorize the Contracts Purchasing Agent or designee to execute a Non-Standard Agreement with Speed Charge Services LLC, for ongoing operational support of Electric Vehicle charging equipment, effective June 9, 2026 through June 9, 2027 for a total cost not to exceed $18,360.

 

SUMMARY:

The County owns electric vehicle (EV) charging equipment manufactured by FreeWire Technologies. Speed Charge Services LLC, FreeWire’s affiliated service provider, is the sole provider authorized to perform the specialized operational support and maintenance services required to maintain functionality of the charging equipment.

The proposed agreement provides critical services including remote diagnostics, software updates, cellular connectivity management, platform access, and repair support necessary to ensure the safe and reliable operation of the County’s EV charging infrastructure.

 

DISCUSSION:

The proposed Non-Standard Agreement establishes Speed Charge Services LLC’s responsibilities for providing operational support services for County-owned FreeWire EV charging equipment. Services include remote diagnostics, cellular connectivity management, AMP Essentials platform access, required software updates, and repair support. Continuous cellular connectivity is required to maintain charger functionality and system monitoring capabilities.

 

Speed Charge Services LLC is the sole qualified provider authorized to service and maintain the County’s FreeWire charging equipment. Approval of this agreement is necessary to ensure continuity of operations, maintain equipment safety and reliability, and minimize the risk of service disruption or system failure.

 

The agreement term is for twelve (12) months, from June 9, 2026 through June 9, 2027. The agreement establishes a monthly service cost of $765 per charger, in addition to potential charges for replacement parts, repair labor, on-site field service, and shipping, as needed. This monthly fee is taken into account for the $.7524/kwh cost to use these chargers as discussed in the attached EV Charging Implementation Memo.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of the County Counsel and Risk Management has reviewed the proposed agreement.

 

FINANCING:

Funding is included in the FY 2025-26 adopted budget.
