RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with The Regents of the University of California, on behalf of its School of Public Health at its Berkeley campus, to provide students with supervised field experience, thus fulfilling the School’s internship requirement effective May 10, 2024, to June 30, 2029, for a total Agreement amount of $46,000; and

b.  Approve a non-standard Agreement as recommended by the Director of Health Services; and

c.  Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($4,600) of the original amount and do not significantly change the scope, total not to exceed a maximum of $50,600.

SUMMARY DISCUSSION:

The University of California, Berkeley School of Public Health (BPH) Master of Public Health (MPH) program requirement includes a summer practicum of 400 hours. BPH MPH includes a Maternal, Child, Adolescent Health (MCAH) track. Students within this track complete their practicum within the field of MCAH. The practicum provides opportunities for the student to integrate public health theories and practices in a work environment and exposes them to professional and career development activities. Hosting a MCAH MPH intern supports County of Monterey Health Department public health workforce development.

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health, and 4. Engage Health Department workforce and improve operational functions to meet current and developing population health needs. It also supports two of the ten essential public health services, specifically: 4. Strengthen, support, and mobilize communities and partnerships to improve health, and 8. Build and support a diverse and skilled public health workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

FINANCING:

This agreement is funded 100% by the California Department of Public Health Maternal, Child, Adolescent Health (MCAH) program. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2023-24 Adopted Budget, and appropriations are included in future fiscal years’ Requested Budgets.
