RECOMMENDATION:
It is recommended that the Board of Supervisors:
Designate and Authorize County staff positions of Director of Emergency Management, Emergency Services Manager, Finance Manager I, and Management Analyst II to execute grant documents and applications for the Homeland Security Grant Program (HSGP).
SUMMARY:
The Department of Emergency Management (DEM) coordinates applications and reporting efforts for the Homeland Security Grant Program. The County staff titles authorize Director of Emergency Management, Emergency Services Manager, Management Analyst II, and Finance Manager as Monterey County representatives for participation within the California Office of Emergency Services FY 2026, 2027, and 2028 Homeland Security Grant Program.
DISCUSSION:
The Homeland Security Grant Program is a federally funded grant aiding local government agencies in their efforts to prevent, protect, mitigate, and respond to acts of terrorism and other threats. HSGP funding provides resources required for implementation and administering of the National Preparedness System. DEM staff administers the Homeland Security Grant Program and receives an annual award on behalf of the Monterey County Operational Areas for the purchase of specialized equipment for fire, law enforcement, and public safety agencies and other local jurisdictional emergency management preparedness needs. Equipment purchased with HSGP funding enhances the capabilities of local governments and stakeholder agencies to plan for and respond to large scale emergencies, disasters, and other hazardous events. DEM requests project applications from Operational Areas partner agencies and applies to CalOES on behalf of the Monterey County Operational Area.
This resolution will designate and grant authority to local government staff representatives to execute documents and coordinate with CalOES on behalf of Monterey County Operational Area. The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance. The federal administrative requirement designates by position title rather than an individual name eliminating the need to submit a new Resolution to the Board each time there is a change in personnel.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
Auditor-Controller may be required to validate financial documentation, to receive and distribute funds and County Counsel provides review and approvals as to form as needed.
FINANCING:
This resolution has no impact on current FY 2025-2026 or future Adopted Budgets.
