a. Ratify and authorize the Director of the Department of Social Services or designee to sign an agreement with the Child and Family Policy Institute of California for Efforts to Outcomes software, retroactive to July 1, 2025 for the period of July 1, 2025 through June 30, 2026, in the amount of $2,400; and

Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($240) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $2,640.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Ratify and authorize the Director of the Department of Social Services or designee to sign an agreement with the Child and Family Policy Institute of California for Efforts to Outcomes software, retroactive to July 1, 2025 for the period of July 1, 2025 through June 30, 2026, in the amount of $2,400; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($240) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $2,640.
SUMMARY:
The Department is seeking to continue its use of the Efforts to Outcomes software to support our Family and Children Services Social Workers with identifying cases that meet a high-risk profile and support the Department with refining policies and procedures on preventing and responding to child maltreatment.
DISCUSSION:
The Child and Family Policy Institute of California (CFPIC) is a private, non-profit organization incorporated under the support of the County Welfare Directors Association (CWDA). CFPIC’s proprietary software, Efforts to Outcomes (ETO), enables counties to track child welfare data not otherwise available in the Child Welfare Information System (CWIS). The Department has used ETO to develop customized data reports for case management, quality assurance, and outcomes examination. Additionally, the Department has used ETO to support our Family and Children’s Services staff with identifying cases that meet a high-risk profile for child maltreatment and as a result, develop policies and procedures to achieve a faster response time.
A ratification of this retroactive agreement is requested due to delays in obtaining authorization from the California Office of Technology and Solutions Integration to purchase ETO and negotiating the terms of the agreement with CFPIC. Access to ETO has been provided to the Department as of the retroactive date requested.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreement as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded realignment revenues. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing tools and services to promote safe and healthy family dynamics, as well as provide a mechanism to identify and respond to instances of child maltreatment.
