a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between The County of Monterey and PCH Treatment, Inc. for the provision of residential treatment services for treating obsessive compulsive disorder (OCD) and anxiety-related issues for a total amount not to exceed $278,000 for the retroactive term of March 25, 2025 through July 15, 2025; and
b. Accept non-standard risk provisions as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($27,800) of the original Agreement, do not significantly change the scope of services, and do not increase the total not to exceed maximum amount over $305,800.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement between The County of Monterey and PCH Treatment, Inc. for the provision of residential treatment services for treating obsessive compulsive disorder (OCD) and anxiety-related issues for a total amount not to exceed $278,000 for the retroactive term of March 25, 2025 through July 15, 2025; and
b. Accept non-standard risk provisions as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($27,800) of the original Agreement, do not significantly change the scope of services, and do not increase the total not to exceed maximum amount over $305,800.
SUMMARY/DISCUSSION
PCH Treatment, Inc. provides residential treatment for adults, both male and female, with obsessive compulsive disorder (OCD) and anxiety-related issues. In addition to supportive housing, PCH Treatment, Inc. individualized treatment plans include Cognitive Therapy, Acceptance and Commitment Therapy (ACT), Exposure and Response Prevention (ERP), and OCD-specific group therapies, supported by medication management when appropriate.
This Agreement is retroactive to March 25, 2025 the date an emergency priority placement took place. PCH Treatment, Inc. has been providing specialized residential OCD treatment services while contract negotiations took place to execute an Agreement.
The contractor’s services are highly specialized, and the Director of Health has recommended to waive the Cyber Liability Insurance to retain services. PCH Treatment, Inc. will not be utilizing an Electronic Health Record System during the course of providing services.
This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2). Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts.
OTHER AGENCY INVOLVEMENT
The Office of County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.
FINANCING
This Agreement is funded by Realignment (100%). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year FY 2024-25 Adopted Budget. Funds for 2025-26 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Requested Budget.
